Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work (SOW) defines the requirements for providing commercial flooring repair and installation services for the VA Pacific Islands Health Care System (VAPIHCS). The services will augment the existing maintenance department under an Indefinite-Delivery Indefinite-Quantity (IDIQ) Single Award contract, with services ordered on an as-needed basis through individual Task Orders.

• Covers all labor, supervision, tools, equipment, materials, transportation, and incidentals for flooring-related services.

• Services may include repair, removal, installation, testing, replacement, and maintenance of flooring systems.

• Contractor is responsible for field verifying quantities and dimensions.

• Contractor must remove and store furniture and items from work areas, returning them after completion.

• Preparation and repair of underfloor, including testing concrete for pH and moisture, and leveling/repair using cementitious underlayment.

• Replacement of flooring must be done by State of Hawaii certified installers and licensed contractors.

• Contractor is responsible for removal and disposal of all debris; VAPIHCS and DOD dumpsters are not to be used.

• Contractor is responsible for patch, paint, and repair of any damage caused during renovations.

• IDIQ contract includes a base period of one year with four one-year option periods (totaling up to five years).

• Services will be performed at VA-owned or leased facilities within the VAPIHCS area of responsibility, including specific buildings in Honolulu and various VA Community Based Outpatient Clinics (CBOCs) in Hilo, Kona, Maui, Kauai, and Molokai.

• Work will be issued via written Task Orders, each specifying scope, removal/installation requirements, flooring type, square footage, location, and performance period.

• Normal work hours are Monday-Friday (6:00 AM - 4:30 PM), excluding Federal holidays. After-hours/weekend work may be required (4:00 PM - 11:00 PM or longer) and must be approved by the COR.

• Contractor must comply with all applicable federal, state, and local laws, regulations, codes, and standards, including VA design standards, OSHA, and ICRA.

• Contractor must establish and maintain a Quality Control (QC) program.

• Contractor must comply with safety and infection control requirements, including ICRA, ILSM, CATEX, AHA, PCRA, SDS', FEWR, and HOT WORK Permits.

• Asbestos removal must be performed after hours and cleared by the next workday; third-party air monitoring is required.

• Contractor must provide required submittals as identified in Task Orders.

• Contractor must provide manufacturer and workmanship warranties.

• No Government Furnished Property (GFP) will be provided unless stated otherwise.

• Contractor personnel must comply with VA security requirements, including background checks and badge procedures.

• Contractor vehicles require current registration, safety check, and insurance.

• Contractor personnel must have a valid driver's license and ability to obtain clearance for base access.

• Contractor employees must take VHA-provided records management training.

Sources Sought / Market Research

This notice is a Sources Sought to conduct market research for commercial flooring repair and installation services at the VA Pacific Islands Health Care System (VAPIHCS) in Honolulu, HI. The Department of Veterans Affairs (VA) is assessing industry capabilities to support acquisition planning for this effort. A Request for Proposal (RFP) is anticipated for release around the end of March 2026.
