Sources Sought Questionnaire

This document is a Sources Sought questionnaire to gather information from potential offerors regarding their capabilities to perform construction services. It aims to determine the extent of small business participation and identify potential sources for a future procurement.

• Business Size/Classification: Indicate eligibility for Small Business (SB), HUBZone, 8(a), Small Disadvantaged Business (SDB), Women-Owned (WO) Small Business, Service-Disabled Veteran Owned Small Business (SDVOSB), Veteran Owned Small Business (VOSB), or other categories, based on NAICS code 238910.

• Capabilities Statement: Describe construction service capabilities and provide project experience similar to the opportunity. Include bonding capability for an estimated magnitude of $5,000,000 to $10,000,000.

• Compliance Statements: SDVOSB or VOSB businesses must include a statement on compliance with VAAR 852.219-75 and 852.219-76. All other socio-economic businesses must include a statement on compliance with FAR 52.219-14.

• Estimated Project Time: Provide an estimate in days.

• Past Performance/Experience: Detail up to three (3) relevant contracts completed within the last five years. Include:

  • Project Title/Contract Number
  • Location (City, State)
  • General construction description
  • Offeror's role
  • Dollar value
  • Client name (company, agency, or government entity)
  • If a subcontractor, include Prime Contractor name and percentage of work contributed.

• Responses must not exceed 5 pages.

Sources Sought Announcement

This is a Sources Sought Announcement only, not a request for proposal or quote. The Department of Veterans Affairs (VA), Network Contracting Office 20, is seeking information on the capabilities of small businesses to perform a potential construction requirement. The responses will help the VA determine the appropriate acquisition strategy. No reimbursement will be provided for costs associated with responding.

The project involves the demolition of an existing connecting corridor at the Walla Walla VA Medical Center that has exceeded its useful life. Following demolition, the project includes restoring or repairing adjacent exterior features, relocating active utilities from beneath the corridor, and adding new sidewalks, staircases, ramps, and landscaping as indicated.

Statement of Work (SOW) / Performance Work Statement (PWS)

This project aims to completely demolish a connecting corridor at the Walla Walla VA Medical Center that has exceeded its useful life. The project also includes restoring or repairing exterior features adjacent to the corridor and relocating active utilities that are currently underneath it.

• Demolition of the connecting corridor structure.

• Demolition of inactive and active utility lines beneath the corridor, with relocation of active lines.

• Demolition of fire sprinkler systems, mechanical, and electrical systems as identified in contract drawings.

• Installation of architectural repairs, ramps, staircases, and sidewalks.

• Installation of security cameras for camera coverage.

• Installation of landscaping materials in specified areas.

• Inspection and testing documents.

• Manuals and warranty documents, as per Specifications.

• 365 days to complete all described work.

• The COR (Contracting Officer's Representative) will evaluate all work and testing performed.

• A functionality demonstration is required as part of final construction acceptance, per Specifications.

• Work hours will be coordinated with the COR per Specification.
