Statement of Work (SOW) / Performance Work Statement (PWS)

This project aims to upgrade the facility infrastructure at the West Haven VA Medical Center to support the new Electronic Health Record Modernization (EHRM) system. The goal is to ensure adequate capacity for planned growth and maintenance, addressing deficiencies identified by the PSRDM 2021 VA Standard.

• Upgrade facility fiber throughout buildings to Telecommunications Rooms (TRs), including redundant fiber runs.

• Provide redundant fiber mains to demarcation rooms from the provider point.

• Install data drops and new electrical outlets throughout the facility.

• Upgrade facility power distribution and HVAC distribution as required.

• Conduct physical security assessment and upgrades.

• Perform hazardous material abatement.

• Relocate, resize, or abandon Telecommunications Rooms (TRs) and Main Computer Rooms (MCRs) as needed.

• Construct a new data center and a generator building for the MCR.

• Includes Civil and Sitework (site preparation, utility relocation, new site construction, landscaping, security elements).

• Includes Electrical, Telecommunications, and Security Work (new electrical, communications, and security systems, access control, cameras, PACS).

• Includes Mechanical, Plumbing, and Fire Protection Work (new mechanical systems, CRAC units, fire suppression systems).

• Location: West Haven VA Medical Center, 950 Campbell Ave, West Haven, CT 06516.

• Period of Performance: Expected to be completed within 627 calendar days from Notice to Proceed (NTP).

• Compliance with VA OEHRM Site Infrastructure Requirements.

• Adherence to PSRDM 2021 VA Standard, Architectural Barriers Act Accessibility Standard (ABAAS), and PG-18-13 VA Barrier Free Design Standard.

• Compliance with VHA Supplemental Contract Requirements for Combatting COVID-19.

• Strict adherence to all applicable healthcare facility codes (NEC/NFPA, VHA Directives, TIL references).

• Contractor must provide a Site Safety Plan, OSHA certifications, QA/QC Plan, and an Infection Control Plan.

• A Third Party Commissioning Agent is required.

• Phasing of work to limit operational impacts, with potential for work outside normal hours.

• Daily Work Reports, Hazardous Materials and Recycling plan, and Submittal Log required.

• Contractor responsible for site cleanup and restoration, and providing a 1-year warranty.

• Training for VA maintenance and operation staff is required.

Sources Sought Notice (SSN)

This notice is for market research to identify potential sources for the Electronic Health Record Modernization (EHRM) Infrastructure Upgrades – Construction project at the West Haven VA Medical Center. The Department of Veterans Affairs (VA) is migrating from its current system to a new EHRM platform.

The project includes, but is not limited to:

• Upgrading facility fiber throughout buildings to each Telecommunications Room (TR).

• Providing redundant fiber runs and redundant fiber mains.

• Installing data drops and new electrical outlets.

• Providing additional power and upgrading facility power distribution as required.

• Upgrading facility HVAC distribution as required.

• Conducting physical security assessments and upgrades.

• Hazardous material abatement.

• Addressing deficiencies as defined by the Physical Security Design and Resiliency Manual (PSRDM) 2021 VA Standard in identified buildings.

• Constructing a new data center.

• Magnitude of Construction: Estimated between $20,000,000.00 and $50,000,000.00.

• NAICS Code: 236220 (Size Standard $45.0 million).

• Contract Type: Anticipated firm-fixed-price contract using Design-Bid-Build.

• Project Duration: Estimated at 627 calendar days from Notice to Proceed.

• Procurement Method: Likely Request for Proposal (RFP) per FAR Part 15, considering Technical Approach, Project Challenges/Phasing & Schedule, and Price.
