Solicitation / RFP / RFQ

This solicitation is for the construction of a Women's Clinic at the Harry S Truman Medical Center in Columbia, MO. The Department of Veterans Affairs, Network Contracting Office (NCO) 15, intends to award a Firm-Fixed-Price construction contract. This requirement is being solicited as a Service-Disabled Veteran Owned Small Business (SDVOSB) set-aside.

The project involves general construction, alterations, necessary removal of existing structures, and construction of new elements. This includes all structural, mechanical, electrical, plumbing, fire protection, technology, and furnishings and equipment items and labor to complete the project. The estimated construction magnitude is $500,000.00 to $1,000,000.00.

Proposals will be evaluated using the Lowest Price Technically Acceptable (LPTA) source selection process. Key evaluation factors for technical acceptability include:

All contractors and joint ventures must be registered in SAM and certified in SBA VetCert by the proposal due date. Proposals submitted by teaming arrangements other than SDVOSB SBA certified Joint Ventures will not be considered.

A pre-proposal meeting and site walk-through are scheduled for October 23, 2025, at 1:30 PM CDT at the Harry S. Truman VAMC. Questions must be emailed by October 30, 2025. Offerors are responsible for monitoring SAM.gov for amendments.
