Contract Details
This will be a Firm-Fixed-Price Requirements Contract. The Period of Performance is 900 calendar days from the Notice to Proceed, with an estimated start date of February 20, 2026, and an estimated end date of August 8, 2028. The NAICS Code is 236220 (Commercial and Institutional Building Construction). Liquidated Damages are set at $1,800.00 per calendar day of delay.
Submission & Evaluation
Proposals are due by December 02, 2025, at 3:00 PM AST. Submissions must be via email to ana.alvarado@va.gov in PDF format, with individual files not exceeding 8MB. An Offer Acceptance Period of 120 calendar days is required. A Site Visit is scheduled for November 05, 2025, at 10:00 AM AST. Requests for Information (RFIs)/Questions are due by November 07, 2025, at 3:30 PM AST. Evaluation will be on a tradeoff basis, considering Technical Approach/Qualifications, Specialized Experience, and Relevant Past Performance, with price being a factor. The government intends to award without discussions unless deemed necessary.
Eligibility & Set-Aside
This is a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside. Offerors must be registered in SAM and certified in the SBA Small Business Certification site at the time of submission and prior to award. Compliance with Limitations on Subcontracting (LOS), requiring at least 15% of the contract cost to be performed by the offeror's own employees, is mandatory.
