The project requires phased execution to manage workspace transitions and ensure compliance with infection control, security protocols, and VA Handbook 6500.6.

• A statement on Terms and Conditions.
• A signed VA Handbook 6500.6 Appendix C (Contractor Rules of Behavior). Evaluation will be based on Technical capability, Past Performance, and Price, with the Government reserving the right to select a quotation that provides additional benefit beyond minimum requirements.
