Quick Summary

This is Amendment 0005 to the Z2DZ--Modernize Generator Project solicitation issued by the Department of Veterans Affairs for work at the VAMC Honolulu, HI. This opportunity is a Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside for the repair or alteration of hospital buildings. The amendment provides significant technical clarifications and updates to the scope of work. Proposals are due by May 29, 2026, 12:00 PM HST.

Scope of Work Updates

This amendment incorporates detailed changes across several documents, impacting the project's electrical and generator systems:

  • General Notes & Temporary Power: The contractor must submit a temporary power plan for review, ensuring temporary power is operational before any work affecting existing generator operations.
  • Phase 1 Electrical Modifications: Involves the disconnection of an existing generator feeder, removal of associated controls, and specific circuit breakers and bussing. Existing feeder conductors and the switchboard are to be retained, with some feeder conductors remaining unless otherwise noted. Demolition of a feeder conductor to ATS-FP is also specified.
  • Phase 2 Electrical Installations: Requires the installation of a new retrofit interior compatible with Schneider Electric I-Line (480Y/277V, 3PH, 4WR, 1200A), including provisions for a 1200A main circuit breaker for the emergency distribution panel (EDP) and a 50A main circuit breaker for the fire pump (FP). Existing feeders are to be extended and reconnected, and new 50A conductors provided for the emergency fire pump circuit. A new 1200A main circuit breaker for the generator switchboard and a new 1200A quick connect cabinet with load bank provisions and Kirk-key interlock are also required.
  • Generator System & Site Logistics:
    • Temporary Generator: Contractor is responsible for proposing a final location for the temporary generator, subject to VA approval within 7 days of Notice to Proceed (NTP).
    • Work Hours: All work related to connecting the temporary generator system, testing, and commissioning must occur after normal business hours.
    • Existing Generators: Work on existing generators must be performed by the local Caterpillar dealer (Hawthorn Cat) to maintain UL listing.
    • Basis of Design: The basis of design for the generator switchboard and main fuel tank enclosures was by TR Electrical Services; contractors are responsible for alternate manufacturers.
  • Demolition, Relocation & Reinstallation: Detailed instructions are provided for the demolition and temporary relocation of existing components (e.g., daytank circuit, wiring, generator switchboard interior, fuel tank wiring, fire pump ATS, exit signs, receptacles) to facilitate 2-hour fire-rated wall reinforcement, followed by their reinstallation and reconnection.
  • New Equipment & Wiring: Installation of a new 1200A, 480V, 3-phase switchboard interior with new branch breakers and a new quick connect enclosure for load bank provisions. A new freestanding stainless steel enclosure for fuel monitoring wiring and a 208V panel power section is also required. Specific instructions for providing conductors for generator controls, connecting to the emergency side of the 'ATS-FP', and routing fuel pump feeders are included.
  • Document Updates: Updates to "GENERAL NOTES," "KEY NOTES," "BUILDING 30-ELECTRICAL MECHANICAL EQUIPMENT SCHEDULE," "PROJECT KEY PLAN," and the "DRAWING TITLE" (now "FULLY SPRINKLERED") are noted.
