Statement of Work (SOW) / Performance Work Statement (PWS)

To replace corroded supply and return fuel lines (B54) at the James A. Haley Veterans Administration Medical Center (JAHVAMC) generator plant, Building 54, to prevent potential catastrophic fuel leaks and ensure continued hospital operations, especially during hurricane season.

• Replace corroded piping, actuators, and ball valves in Generator Bay 8.

• Drain existing supply and return lines.

• Cut out and remove old fuel lines.

• Adapt and thread existing fuel lines to new ones.

• Supply and install approximately 40' of 2” black iron pipe for supply and 40' of 2” black pipe for return fuel lines.

• Paint new fuel lines (paint color to be provided by the customer).

• Replace four actuators with ball valves (two 1 1/4" and two 3-in valves).

• Inspect and confirm correct operation of actuators, ball valves, sensors, and probes, ensuring correct display on PLC control screens.

• Clean up and haul off old materials.

• Ensure all sensors and probes are functioning correctly.

• Confirm alarms and gauges display correctly on PLC control screens.

• Complete daily clean-up and debris removal.

• Submit daily progress reports.

• Place: James A. Haley Veterans Administration Medical Center (JAHVAMC) Bldg. 54, generator plant, Tampa, FL.

• Period: 180 days from Kickoff meeting or Notice to Proceed. An option for month-by-month extension (up to 12 months) and a FAR 52.217-8 clause for service extension are included.

• Contractor must comply with ICRA (Infection Control Risk Assessment) and life safety protocols.

• Work may need to occur after standard hours, on weekends, or Federal Holidays at no additional cost to the government.

• Contractor must report to the Electrical Supervisor at the power plant before work.

• Provide a report to the Electrical Supervisor within 5 business days of project completion.

• Notify the Electrical Shop prior to daily start of work and ensure equipment is removed from service and locked out.

• Smoking is only permitted in designated areas.

• Contractor personnel must wear VA identification badges.

• Contractor is responsible for parking in designated areas; VA will not invalidate or reimburse for parking violations.

• Technical Proposal Preparation: Must be complete, concise, factual, and demonstrate financial responsibility and experience. Includes company background, licenses/certifications, insurance liability, specialized equipment/personnel, and past performance (examples, references, recommendations).
