Statement of Work (SOW)

To ensure the potable water tanks at Zion National Park are clean, inspected, repaired, leak-free, and in proper working order.

This SOW requires the contractor to provide all resources for the cleaning, inspection, and minor leak repairs of six potable water tanks within Zion National Park. The tanks include:

• Birch Tank (1 million gallon, welded steel, above ground)
• Grotto Tank (300,000-gallon, welded steel, above ground)
• Oak Creek Tank (250,000 gallon, concrete, buried)
• East Side Tank (40,000 gallon, welded steel, above ground)
• Temple Tank (5,000 gallon, steel, above ground)
• Kolob Canyon Tank (50,000 gallon, concrete, partial above ground)

All tanks must remain in service during work. Diving services will be necessary. Specific access challenges and terrain for some tanks are noted, requiring portable equipment and additional mobilization efforts.

• Dive technicians must be certified in ASNT Non-Destructive testing.

• Repairs requiring more than epoxy or similar material need COR approval.

• Sediment removal and disposal must be handled as designated by the COR.

• Diving technicians and equipment must be disinfected per AWWA Standard C652-92.

• Work is to be performed during weekday hours of 7 am to 4:30 pm.

• Period of Performance: April 01, 2026, to June 30, 2026.

• Place of Performance: Zion National Park, Springdale, UT 84767 and Kolob Canyon, New Harmony, UT 84757. Reimbursable travel and per diem are not authorized for employees performing work at the principal place of performance.

• Contractor will supply traffic control if necessary.

• Contractor will limit 'off-road' use of equipment without COR approval.

• Contractor is responsible for additional mobilization to remote locations.

• Contractor will provide a viewable video inspection and a written report of findings, repairs, and recommendations.

• No Government Furnished Property/Equipment/Information will be provided.

• A video and written report upon project completion, including:

  • Nameplate information.
  • Findings on internal components (plumbing, vents, hatches, etc.).
  • Numeric representation of corrosion/damaged areas.
  • Color video of coating failure and substrate condition.
  • Coating failure analysis and probable causes.
  • Report on pit depth and metal loss per ASTM G 46-94.
  • Sample specification for repair/recoating (if applicable).
  • Report on coating defects and causes.
  • Thickness and type of silt on reservoir floor.

• The video will be narrated with reference to internal components and findings.

• Final inspection by COR to verify completion prior to invoicing.

Solicitation / RFP / RFQ

This is a Request for Quote (RFQ) for a Firm-Fixed Priced contract for "ZION Inspect & Clean Water Tanks." The contract will be awarded using NAICS code 221310 (Water Supply and Irrigation Systems) with a size standard of $35.0 Million. The government is procuring services for inspection and cleaning of potable water tanks.
