#1 Diesel Fuel for Cheyenne River Agency

Statement of Work (SOW)

To procure and deliver 7,000 gallons of #1 Diesel Fuel Clear for the Bureau of Indian Affairs (BIA), Cheyenne River Agency, in Eagle Butte, South Dakota.

• Provide all labor, equipment, materials, supplies, transportation, fuel, tools, and supervision necessary for the purchase and delivery of the specified diesel fuel.

• Fuel to be delivered to a 10,000-gallon, above-ground fuel storage tank located at the BIA, Cheyenne River Agency, Br. of Transportation, 605 N Willow Street, Eagle Butte, SD 57625.

• Fuel to be delivered to an on-site tank provided by the Government.

• Delivery must be made within 7 days after receipt of order.

• Normal work hours for deliveries are 8:00 AM to 4:00 PM Mountain Time, Monday through Friday, excluding Federal Holidays.

• Deliveries will not be scheduled on Federal Holidays or when Government facilities are closed.

• Contractor shall coordinate with the BIA Technical POC to confirm delivery.

• Tribal Business Licensing: Businesses operating on the reservation must attain and maintain a tribal business license from the Cheyenne River Sioux Tribe (CRST). The vendor and any subcontractors are responsible for compliance.

• Applicable Codes, Laws and Regulations: All work must comply with Federal, Tribal, State, and Local laws, industry standards related to environmental protection, occupational safety, and fuel handling. The contractor must have a current license for the State of Nebraska and use competent personnel. In case of conflicting codes, the more stringent shall apply.

• Inspection and acceptance of services will be performed by the BIA Technical POC.

• No government-furnished property will be provided.

The enterprise must meet the IEE requirements at the time of offer, contract award, and throughout the contract term. Contracting Officers may request additional documentation. False or misleading information is subject to legal penalties.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial items, specifically #1 Diesel Fuel Clear, for the BIA Cheyenne River Agency. The government is procuring fuel to be delivered to a 10,000-gallon above-ground fuel storage tank.

• Procurement of #1 Diesel Fuel Clear.

• Delivery of 7,000 gallons of fuel.

• Fuel must be delivered to a 10,000-gallon above-ground fuel storage tank at the BIA Cheyenne River Agency, Transportation Dept., 605 N Willow Street, Eagle Butte, SD 57625.

• Delivery shall be coordinated and completed within seven (7) calendar days after receipt of order (ARO).

• Offerors must submit a Material Safety Data Sheet for any hazardous material.

• Contract Type: Firm-Fixed-Price (FFP) Purchase Order.

• Period of Performance: 12/22/2025 to 12/22/2025.

• Delivery Date: 12/22/2025.

• Quotes must be submitted via email to jodi.zachary@bia.gov.

• Submission Deadline: Wednesday, 12/10/25, 9:00 AM Pacific.

• Quote Validity: Minimum of 30 calendar days after the due date.

• Evaluation Method: Lowest Price Technically Acceptable (LPTA).

• Quotes will be evaluated first on price, then technical acceptability.

• Unacceptable quotes will not be considered for award.

• Required Submission Items: SF-1449 (Blocks 17a, 30a, b, c, 15A, B, C), Company Information, Firm Fixed Price Per Gallon, Hazardous Material Identification and Material Safety Data, completed solicitation provisions (pages 19-25), confirmation of 7-day delivery, Tribal Business License, and IEE Representation Form.

• This requirement is set-aside 100% for Indian Small Business Economic Enterprises (ISBEEs).
