• Provisions: Includes FAR 52.212-1 (Instructions to Offerors) and FAR 52.212-2 (Evaluation). Notably, FAR 52.212-2 is not applicable; award will be made to the lowest priced offeror rated technically acceptable. Technical acceptability requires providing new manufactured commercial items from the Original Equipment Manufacturer (OEM) or an OEM-approved source, with documentation of authorization, traceability, and a Certificate of Conformance (COC).
• Evaluation Method: Only the lowest priced offer will be evaluated for technical acceptability. If not acceptable, the process continues with the next lowest priced offer.
• Security Prohibitions: Includes provisions related to covered telecommunications equipment and services, FASCSA orders, and representations regarding Sudan and Iran.
• Quality Assurance: Applicable to orders touching USCG aircraft, requiring immediate notification of any event, supply change, material change, malfunction, counterfeit/suspect parts, or defect that could cause non-conformity. The Government reserves the right to inspect non-conforming products.
• Packaging and Shipping: Detailed instructions for packaging (individual packing, labeling requirements) and shipping to the USCG Aviation Logistics Center.
• Inspection and Acceptance: Performed at destination by local USCG personnel.
• Documentation: Requires a Certificate of Conformance (COC) and full traceability for all items.
• Delivery Terms: F.O.B. Destination is requested.
• Invoicing Instructions: Details on when and how to submit invoices, including requirements for an executed purchase order and active SAM status.
• Incorporated Clauses: Lists numerous FAR and HSAR clauses incorporated by reference, covering various aspects such as small business concerns, labor standards, trade agreements, and payment terms.
• Option for Increased Quantity: The USCG may order up to forty (40) additional items within 365 days of award at the same price and lead time.
