Scope of Work
The requirement is for on-call delivery of clear ultra-low sulfur #2 diesel and unleaded (87 Octane – 10% ethanol) gasoline. Deliveries must be made to Cross Creeks National Wildlife Refuge, 643 Wildlife Road, Dover, TN 37058, within one day of notification, and within 48 hours of order placement (except for Friday orders, which are due Monday). Delivery hours are Monday through Friday, 7:00 a.m. to 3:30 p.m., excluding Federal holidays. The contractor is responsible for unloading fuel into FWS storage tanks. Delivery load sizes range from a minimum of 200 gallons to a maximum of 1000 gallons per fuel type. All fuel must comply with current National Fuel Quality Standards and ASTM standards, with the government reserving the right to test for compliance. Delivery tickets are required for each delivery, identifying tank location, and must be signed by an agency contact, including the OPIS posting price.
Contract Details
- Contract Type: Multiple Award Firm-Fixed Price Blanket Purchase Agreements (BPAs).
- Period of Performance: 10 years, from June 15, 2026, to June 14, 2036.
- Estimated Value: A total ceiling of $750,000.00 will be shared across all awarded BPAs over the ten-year life.
- Purchase Limitation: Individual calls under the BPA shall not exceed $60,000.00.
- Pricing: Offerors must quote a fixed markup price per gallon, which includes all costs (transportation, margin, taxes, fees). Pricing will be based on +/-5% of the Rack Price on the day of delivery, using the average Oil Price Information Service (OPIS) plus the offeror's fixed markup.
