Statement of Work (SOW)

To provide on-site childcare services for the 111th EN BDE Pre-Deployment Yellow Ribbon Event on March 20, 2025.

• Provide childcare for approximately 90 children (under 12) and 15 children (over 12) during event hours (0900-1600).

• Manage child check-in (0815-0850) and check-out procedures.

• Supervise children while parents attend mandatory briefs.

• Implement age-appropriate activities, including crafts, indoor play, and reading.

• Maintain appropriate child-to-staff ratios according to West Virginia guidelines and DoD Instruction (DoDI) 6060.02, adhering to the more stringent standard.

• Ensure a minimum of two childcare providers are present at all times.

• Compliance with West Virginia (WV) DHHR childcare regulations.

• All caregivers must possess current WV childcare licenses (initial and provisional accepted).

• Completion of state and federal background checks (including CIB check if required) for all staff.

• Compliance with WV child-to-staff ratio standards, health, sanitation, and mandatory reporter requirements.

• Compliance with DoD childcare safety standards.

• Staff must be certified in CPR or first aid, including rescue breathing and choking first aid.

• Providers must be screened for tuberculosis.

• Separate play area for children 24 months and under.

• Sufficient space for napping children (at least two feet between cribs/play yards).

• Minimum of 36 square feet of usable floor space per child.

• Play equipment must be age-appropriate, safe, in good repair, and sufficient to avoid competition.

• Completion of AT Level I Awareness training within 30 calendar days of contract start date or incorporation of the requirement, with certificates submitted within 15 calendar days of completion.
