Qualification Details

Fit reasons
  • NAICS alignment with historical contract wins in similar service areas.
  • Scope strongly matches core technical capabilities and delivery model.
Risks
  • Past performance thresholds may require one additional teaming partner.
  • Potential clarification needed on staffing minimums before bid/no-bid.
Next steps

Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.

Quick Summary

Argonne National Laboratory, operating under the U.S. Department of Energy, is soliciting proposals for the design, manufacture, testing, delivery, and installation of a 12-ID High Heat Load Mirror System for its Advanced Photon Source (APS) facility in Lemont, IL. This is a Firm Fixed-Price contract opportunity, evaluated based on Best Value Criteria. Proposals are due by February 13, 2026, at 3:00 PM CST.

Scope of Work

The selected vendor will be responsible for a complete High Heat Load Mirror System for the 12-ID beamline. This includes the support structure, vacuum chamber, and mirror supporting mechanisms. Key components feature a bendable mirror with three reflective coatings (palladium, silicon, platinum) designed for high reflectivity at 6-35 KeV. The system requires three motorized motions (X, Y, and pitch rotation) for beam centering and surface selection, with options for fine-tuning via PZT actuators, and includes a water-cooled mask and Compton shields.

Key Requirements & Performance Standards

The system must mount onto an existing optical table within specified space constraints. Strict performance standards include:

  • Mirror surface figure errors (tangential and sagittal slope, RMS height, micro-roughness) must meet tight tolerances.
  • Thermal induced slope error must be less than 0.1 urad.
  • Vibration performance requires a lowest natural frequency greater than 100 Hz.
  • Vacuum specifications demand a base pressure less than 1x10-7 Torr.
  • All electrical systems must be NRTL listed or inspected by Argonne's DEEI program.
  • Materials must be compatible with high vacuum (HV) standards and radiation environments.

Contract & Timeline

  • Contract Type: Firm Fixed-Price
  • Delivery: Mirror system must arrive at APS no later than 52 weeks after contract award. Installation and alignment will occur on-site at APS.
  • Set-Aside: None specified.
  • Proposal Due: February 13, 2026, 3:00 PM CST
  • Questions Due: January 4, 2026, 3:00 PM CST (Note: Argonne National Laboratory will be shut down from Dec 24, 2025, through Jan 4, 2026; no responses during this period).
  • Published: February 10, 2026 (with previous addendums extending deadlines).

Evaluation Criteria

Proposals will be evaluated using a Best Value/Trade-Off methodology considering:

  • Technical Approach: Assessment of system design, hardware, software, and alignment with SOW technical specifications (optical substrate, motion, tolerance, vacuum requirements).
  • Past Performance: Demonstrated experience providing similar equipment and services, requiring a list of three past contracts within the last five years.
  • Proposal Risk: Understanding of scope, risk of successful performance, ability to service and support the system over its lifetime, including service contracts and personnel proximity.
  • Cost or Price: All other evaluation factors combined are approximately equal to cost or price.

Submission Details

Offerors must submit a firm fixed-price proposal via email to Molly Hunter (mollyhunter@anl.gov). Proposals should be structured into three separate documents: Technical Proposal, Business/Management Proposal, and Price Proposal. Reference RFP number 6-S176-Q-00096-00 in the subject line. SAM.gov registration is encouraged prior to award.

Important Notes

Two addendums have been incorporated to provide new information and extend the offer deadline. This RFP package includes various enclosures covering terms and conditions, intellectual property, progress payments, UHV fabrication standards, vacuum designs, on-site supplemental conditions, and representations and certifications, all of which bidders must review for compliance.
