Qualification Details

Fit reasons
  • NAICS alignment with historical contract wins in similar service areas.
  • Scope strongly matches core technical capabilities and delivery model.
Risks
  • Past performance thresholds may require one additional teaming partner.
  • Potential clarification needed on staffing minimums before bid/no-bid.
Next steps

Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.

Quick Summary

The U.S. Army Contracting Command-New Jersey (ACC-NJ), on behalf of the Office of the Project Manager for Combat Ammunition Systems (PM CAS), is conducting a market survey to identify potential sources within the National Technology and Industrial Base (NTIB) capable of manufacturing and delivering Non-Destructive Testing (NDT) Equipment.

This equipment is required for inspecting 155mm Artillery M795 Metal Parts at a rate of no less than 5,000 per month. This is for informational and planning purposes only and is NOT a Request for Proposal.

Scope of Work

The NDT equipment must inspect 155mm M795 Metal Parts, which are approximately 75 lbs, 30 inches long, made from high fragmentation steel alloy (HF-1), and feature a welded rotating band. The inspection methods must verify the parts are free from discontinuities (cracks, piping defects, folds) and undersized wall thickness, and ensure conformance to wall thickness variation requirements. The system should provide 100% volumetric coverage using an automated system, capable of operating in a high-rate industrial production environment with automated inspection, data collection, interpretation, and disposition.

Response Requirements

Interested sources must be registered in SAM and provide a response not exceeding 15 pages, including:

  • Company contact information, business size, UEI, and CAGE Code.
  • Summary of capabilities and parent organizations.
  • Past inspection experience with artillery metal parts (155mm or similar) within the last 10 years.
  • Description of proposed inspection method, evidence of 100% volumetric coverage, and modeling/simulation capabilities.
  • Evidence of ability to deliver a complete inspection system (software/electro-mechanical).
  • Description of ability to support maintenance, training, and technical support contracts.
  • Projected delivery capabilities and lead times for NDT inspection systems.
  • Description of facilities, equipment, personnel, high-production rate experience, and potential partnering arrangements.
  • Rough Order Magnitude (ROM) cost to achieve the capability for 5,000 parts/month, including NRE and equipment costs.
  • Indicate if a commercially available or modifiable product meets the need.
