Quick Summary

The 156th Wing Civil Engineering Squadron (CES) of the Puerto Rico Air National Guard is soliciting quotes for Debris Clearing Equipment to enhance its Domestic Operations (DOMOPS) capabilities. This requirement is for various road clearing and construction equipment essential for emergency response. Quotes are due March 13, 2026.

Opportunity Details

This is a combined synopsis/solicitation issued as a Request for Quote (RFQ) under FAR Part 12, Simplified Acquisition Procedures for Commercial Items. The Government intends to award one Firm-Fixed Price (FFP) contract. All items must be new and covered by a manufacturer's warranty. Shipping is FOB Destination (door to door) to the address specified in block 9 of the SF 1449. Delivery is expected within 30 calendar days from the date of award receipt.

Scope of Work

The 156th CES requires road clearing and construction equipment to facilitate route clearing and access for emergency personnel and resources following natural disasters or other emergencies. The specific items, quantities, and details are outlined in the attached "Pricing Sheet," which includes tools, safety equipment, hardware, and specialized machinery.

Contract & Timeline

  • Contract Type: Firm-Fixed Price (FFP)
  • Set-Aside: None (This requirement is now being solicited with no set-aside, superseding previous small business set-aside designations.)
  • Product Service Code: 3825 - Road Clearing, Cleaning, And Marking Equipment
  • NAICS Code: 333120 (Size Standard: 1250 employees)
  • Response Due: March 13, 2026

Submission & Evaluation

Offerors must submit pricing for all items listed in the "Pricing Sheet" and reflect the total amount on Section B of the SF1449 form, completing block 30 to certify accuracy. Award will be made to the responsible offeror whose quote is most advantageous to the Government, based on Price and Technical Capability. Technical capability refers to the ability to source all sought debris clearing equipment. Quotes failing to meet all terms, conditions, buy terms, line-item descriptions, and attachments may be disqualified. Award may be made without discussions.

Eligibility & Registration

Prospective offerors must possess a Commercial and Government Entity (CAGE) code or a Unique Entity Identifier (UEI) and be actively registered in the System for Award Management (SAM) at www.sam.gov prior to award, during performance, and through final payment.
