Quick Summary

The 16th Air Force is seeking innovative commercial solutions under its Commercial Solutions Opening (CSO) for Foreign Military Sales (FMS) Threat Data Support (Call 0006, Topics 001 & 006). This initiative aims to enhance the production of foreign-releasable threat data for the Combat Support Database (CSDB), focusing on Electromagnetic Warfare (EW) and Intelligence, Surveillance, and Reconnaissance (ISR) capabilities. Step I submissions (Quad Charts and White Papers) are due by March 4, 2026.

Scope of Work

The 57th Intelligence Squadron (57 IS) requires innovative material solutions to improve the speed and accuracy of CSDB data production. Key requirements include:

  • Advancing ISR capabilities for Airmen to develop comprehensive operational pictures, improve information collection and integration, and enhance space, cyber, and human-derived intelligence.
  • Producing foreign-releasable threat data files from approved sources at various classification levels.
  • Delivering resulting models in a machine-readable, Technical ELINT Reference Format (TERF) file.
  • Providing regular deliveries of finished data products to the 57 IS. Attachment 8, "EW Parametrics," provides detailed technical specifications for systems, including information on power characteristics, transmitters, antennas, scan characteristics, pulse characteristics, receivers, processing, and missile information, which bidders should review to understand technical requirements.
