Purpose & Overview (Overall CSO)

This CSO functions similarly to a Broad Agency Announcement (BAA), allowing the USAF to competitively award contracts for innovative solutions that fulfill requirements, close capability gaps, or provide technology advancements. "Innovative" is defined as any new technology, process, method, or new application of existing ones, as of the submission date. The overall CSO remains open indefinitely with annual updates, and specific requirements are detailed in individual "Calls."

Current Opportunity: Call 0006 (FMS Threat Data Support)

The 57th Intelligence Squadron (57 IS) requires innovative and novel approaches to improve the speed and accuracy of CSDB data production, specifically for foreign-releasable threat data. The government anticipates a single award for an integrated solution covering these capability areas.

Key Requirements / Deliverables

Solutions should address:

  • Development of threat data files using information from various classification levels (unclassified, SECRET, TOP SECRET/SCI).
  • Determination of specific threat parameters (e.g., frequency, power, range, missile flyout curves).
  • Production of machine-readable, column-delimited Technical ELINT Reference Format (TERF) files.
  • Utilization of government-provided software tools or proposal of alternative methods for threat model development and distribution.
  • Regular deliveries of finished data products to the 57 IS.
  • Capabilities to sense and provide near-instantaneous interpretation of EM spectrum data and the information environment.
  • Improvement of ISR collection and integration from space, cyberspace, human, and open sources.
  • Advancement of capabilities in space, cyber, and human-derived intelligence, analytic expertise, and tools.

Contract Details

Awards may be in the form of contracts or Other Transactions (OT) as codified in 10 U.S.C. §2371b. Only Firm Fixed Price (FFP) or Fixed Price Incentive (FPI) contracts may be awarded. The 57 IS intends to fund successful efforts in Fiscal Year 2026, with periods of performance expected to range from 1 to 5 years.

Submission & Evaluation

This is a two-step submission process:

  1. Step I: Submit Quad Charts and White Papers by March 30, 2026. All interested vendors must resubmit, even if no changes are made to previous submissions, as prior submissions have been discarded.
  2. Step II: Invited Offerors will submit full proposals, including a Statement of Work (SOW) and detailed pricing, within 30 calendar days of notification.

Evaluation criteria for Step I include Technical merit/applicability, importance to 16th Air Force mission, and fund availability, all of equal importance. Evaluation will be conducted via peer or scientific review.

Eligibility / Set-Aside

Offerors must be registered in the System for Award Management (SAM), be considered responsible per FAR Part 9.1, and have a satisfactory performance record. No specific set-asides are mentioned for this call.
