Quality Assurance & First Article Approval

A 100% Procurement Contracting Officer (PCO) mandatory inspection at the source is required, under the surveillance and final approval of the cognizant DCMAO Quality Assurance Representative (QAR). Critical characteristics require 100% inspection, while major and minor characteristics will follow a QAR-acceptable sampling plan. All welds must undergo Non-Destructive Inspection (NDI) (dye penetrant or magnetic particle) witnessed by the DCMAO QAR.

First Article Approval (FAA) per FAR 52.209-3 is mandatory. Offerors must present one unit (CAGE 1HBK1, Part Number MILJ26013) for dimensional, form, fit, and function testing. The contractor must notify the PCO, ACO, and QAR 14 days prior to testing and submit a test report within 15 days. The Government will provide approval/disapproval within 45 days.

Waiver of FAA may be granted by NAVSUP WSS for offerors who have previously furnished identical production articles accepted by the Government or OEM within three years, using the same production location and processes. Offerors requesting a waiver must submit two prices: one based on compliance and one based on waiver.
