Statement of Work (SOW)

To repair and replace approximately 85 feet of a broken sanitary wastewater line at Building 787, ensuring a fully functional system that meets or exceeds industry and DoD standards.

• Excavate the area south of Building 787 to access and replace the damaged sanitary line.

• Remove old clay pipe only if it obstructs the new pipe installation.

• Install approximately 85 feet of new 6" SDR 35 or equivalent pipe with a slope of 1/2" per foot.

• Add a wye fitting for a cleanout near the disconnection point and a new wye fitting for a cleanout stack and assembly.

• Transition from the existing 4" pipe exiting the building to the new 6" pipe.

• Cap off a second, unused pipe coming from an adjacent building.

• Install new trench bedding and backfill.

• Core drill a new knockout at the manhole if necessary for the new pipe alignment.

• Plug and grout fill the existing manhole knockout to ensure a watertight seal.

• Install a new 6" SDR 35 tee with a discharge pipe extending one foot from the manhole floor.

• Test the new pipe according to industry standards for wastewater systems.

• Restore all disturbed surfaces to their original condition, including filling excavated areas and replacing asphalt with compacted stone where removed.

• Period of Performance (POP): 122 calendar days, including the closeout phase. On-site work may be less than the total POP.

• Location: 174th Attack Wing, Hancock Field Air National Guard Base, Syracuse, NY.

• Contractor shall provide all labor, materials, tools, equipment, supervision, quality control, and project management.

• Work must comply with applicable state and federal laws, DoD policies, UFC, and New York State Code.

• Contractor is responsible for project management, quality control, and on-site supervision.

• Progress Schedules are required for projects with a POP of 30 days or longer.

• Submit a written, site-specific Health/Safety Plan and Accident Prevention Plan.

• Contractors must have current OSHA 30-Hour and 10-Hour Construction Training Certificates.

• Obtain Welding/Hot Work Permits through the Installation Fire Department and Ground Safety.

• Comply with all installation/facility access and local security policies and procedures.

• Required attachments include Project Location Map, Utilities Plan, Drawing Details, and Site Pictures.
