Solicitation / RFP / RFQ

This Request for Proposals (RFP) is for the Independence Day (National Day 2026) Celebration to be held in Muscat, Oman. The U.S. Embassy intends to award a contract or purchase order to the responsible offeror whose offer is most advantageous to the Government, considering price and other factors. The technical proposal is approximately equal in weight to cost or price.

The event requires a venue capable of hosting approximately 1000 guests with a theme aligned with "America 250 Onward." Key requirements include:

• Venue capabilities: Innovative, technology-driven space, flexible floor plan, designated filming areas, load-in/load-out routes, adequate power, climate control, stage, lighting, projection, VIP reception space, and separate dining for ROP guests.

• Catering: Themed catering, canapé service, non-alcoholic beverages (alcohol provided by Embassy), customizable menus, and sufficient catering staff.

• Technical: Advanced production technologies, high-capacity electrical infrastructure, high-speed internet/Wi-Fi, adequate ceiling height, professional sound systems, AV setup, and darkening capabilities.

• Additional Services: Onsite event coordinator, technical liaison, security, parking/valet, waste management, housekeeping, and accessibility support.

• Operating Constraints: Event theme alignment, time restrictions for setup/breakdown, noise restrictions, and spatial constraints for installations.

• Outsourced Components: Video production, DJ services, stage and live music support, AR/VR experiences, and projection mapping will be outsourced by the U.S. Embassy, but the venue must support these activities.

• Contract Type: Not specified, but implies a fixed-price contract.

• Period of Performance: The event is scheduled for April 29, 2026. Offers must remain valid through this date.

• Offerors are not required to be SAM registered at the time of offer submission, but must complete Offeror Identification information.

• The venue must have a permanent address and telephone listing in Oman or plan to establish an office within 30 days of contract award.

• File size limit for submission is 30MB per file; multiple emails may be used if necessary.

• Value Added Tax (VAT) is not included in CLIN rates and will be priced separately.
