Statement of Work (SOW)

This SOW outlines the requirements for procuring dual directional couplers to support Project 5.04, which aims to establish traceability for high-power radiofrequency (RF) waveform measurements. This is critical for the semiconductor industry's plasma processing, etching, and deposition processes.

• Procurement of two (2) new dual directional couplers.

• The couplers must be capable of carrying signals up to 5 kW average power in the main line without damage, with higher power handling being preferable.

• The frequency range for transmitting signals should be 200 kHz to 220 MHz, with wider ranges being preferable.

• The coupling factor should be approximately 60 dB to 74 dB.

• Connectors must be EIA 1-5/8 on the main line and Type N on the coupled ports.

• Period of Performance: 20 weeks After Receipt of Order (ARO).

• Place of Performance: NIST Boulder, 325 Broadway, Boulder, CO 80305.

• Two (2) Dual directional couplers.

• Delivery Date: No later than 20 weeks after receipt of order.

• Place of Delivery: NIST Boulder.

• Items must be new; used, remanufactured, experimental, prototype, or custom items will not be considered.

• "Gray market" components are not acceptable.

• Items must be shipped in original manufacturer's packaging with all original documentation and software.

• Delivery Terms: F.O.B Destination.

• Inspection and Acceptance: NIST TPOC or COR will review deliverables within 30 days of receipt. Visual inspection for damage and verification of pin depths for GPC connectors (IEEE 287 specification) will be performed. NIST may forego this part of acceptance testing.

• Warranty: In accordance with the Contractor's standard commercial timeframe and FAR 52.212-4.

• Payment Schedule: 100% after installation and acceptance, successful completion of testing requirements, and successful demonstration of instrumentation performance. Partial shipments/invoices are not accepted unless approved prior to award.

• Cybersecurity Privacy Requirements: The solution must comply with applicable federal laws, regulations, policies, and standards for security and privacy protection, including specific "Minimally Acceptable Controls" related to system security plans, access controls, vulnerability management, incident response, and data encryption.
