Statement of Work (SOW) / Performance Work Statement (PWS)

To provide portable toilets and portable hand-washing stations to support the Grissom Air and Space Expo at Grissom Air Reserve Base (ARB) from August 28-30, 2026. The services are needed to accommodate approximately 30,000 spectators per day, as well as base personnel and performers, during set-up, rehearsal, the airshow, and clean-up.

  • (75) Dual-Use Portable Hand Wash Stations
  • (8) Baby Changing Stations

• Placement: Units to be delivered and placed within 1 mile of Grissom ARB in government-directed locations, including parking areas, main spectator area, DV complex, performer area, control point, and fire department staging area. A diagram will be provided post-award.

• Maintenance: Units must be serviceable, neat, clean, and professional in appearance, free of dirt, debris, and pests. Cleaning requires thorough washing. All units must be sufficiently supplied with toilet paper, waterless hand sanitizer, soap, and water. The contractor is responsible for continuous supply and cleaning throughout the performance period and for immediate cleanup of any spills or debris.

• Servicing:

  • On-site attendant required August 29-30, 2026 (8:30 am - 5:30 pm) for checking units, spot cleaning, replenishing supplies, and locking unusable units.
  • Service 30 portable toilets, 10 hand-wash stations, and 3 portable toilets in the parking area on August 28, 2026, after aerial practice (approx. 5:00 pm).
  • Service all items after the airshow concludes on Saturday, August 29, 2026, including waste removal, interior cleaning, and waste tank replenishment.
  • Clean-up and removal of all items by August 31, 2026 (7:30 am - 4:30 pm).

• Period of Performance: August 28, 2026, through August 30, 2026.

• Placement: No earlier than August 26, 2026, and completed no later than August 27, 2026 (7:30 am - 4:30 pm).

• Pick-up: August 31, 2026 (7:30 am - 4:30 pm).

• Location: Grissom Air Reserve Base (ARB).

• Communication: Contractor must contact the on-site Government Representative daily and provide mobile numbers for employees.

• Authority of QA Personnel: The Government Representative (Capt Robert Grasmick) is authorized to direct placement and relocation of units.

• Access to Work Area: Grissom ARB is a USAF installation. Upon award, the contractor must contact the 434th Security Forces Squadron (SFS) at least 30 days prior to performance to screen all employees for access eligibility. Contractor employees and vehicles/equipment are subject to inspection and approval by 434 SFS.
