Scope of Work
The contractor shall provide, install, operate, maintain, and tear down a complete turnkey PA and sound system. This system will support announcements, narration, music, and functions for the Air Boss and announcer, ensuring high-quality, clear, and audible sound coverage for an estimated 60,000 attendees per day. Coverage areas include a crowd line up to 2,500 linear feet, as well as VIP, DV, and Media zones. Required equipment includes full-range speakers (line-array or hybrid distributed line-array systems are acceptable), a multi-channel mixer, a dedicated Air Boss communication package (VHF radio), an air-to-ground radio interface, an elevated platform (100-200 sq ft trailer), a mobile weather unit, and standalone quiet generators. The contractor is responsible for all transportation, lodging, sustenance for personnel, obtaining necessary permits, ensuring safety compliance, and providing a detailed plan for setup, operation, and teardown.
Period of Performance & Place
Period of Performance: Setup can begin as early as June 24, 2026. The airshow operation is scheduled for June 26-28, 2026. Teardown and departure must be completed by 10:00 PM on June 28, 2026. Place of Performance: Hill Air Force Base, Utah, specifically at the base of the airfield tower and along the airshow crowd line and airshow center.

Evaluation Criteria
Offers will be evaluated using the Lowest Price Technically Acceptable (LPTA) process. Award will be made to the responsible offeror whose proposal is technically acceptable and offers the lowest evaluated price. Technical Acceptability: Offerors must meet minimum technical requirements, including past performance at similar events and a technical approach. Failure to meet these will result in technical unacceptability. Price: Price will be evaluated based on the total evaluated price, including all CLINs and quoted shipping.
