Sources Sought Notice (SSN)

This Sources Sought Notice (SSN) is issued by Strategic Systems Programs (SSP) for market research purposes to determine industry interest and capability. It is NOT a solicitation for proposals, and no contract will be awarded from this notice. SSP is seeking firms capable of designing, constructing, and commissioning highly specialized facilities for the production of strategic systems ingredients at the NIROP Magna, UT installation. This effort is related to the TRIDENT II (D5) Fleet Ballistic Missile (FBM) Program.

Firms must demonstrate capability in:

• Designing, constructing, and commissioning specialized production facilities for energetic materials or highly volatile chemicals.

• Handling sensitive and hazardous materials in compliance with applicable regulations.

• Secure facility construction within high-security environments.

• Managing complex projects with stringent equipment configurations.

• Implementing explosion protection systems and conducting hazard analyses.

• Adhering to DoD and Navy explosives safety policy requirements.

• The potential contract award date is estimated to be December 1, 2026.

• The estimated value for relevant experience is at least $75 million.

• Interested firms must submit a White Paper Capability Statement.

• The statement must detail minimum qualifications and experience, and demonstrate recent and relevant experience as a prime contractor.

• Submissions are due no later than February 10, 2026, 12:00 AM EST.

• White Papers should not exceed 5 pages (excluding company administrative information).

• The Government will assess capability based on demonstrated qualifications, ability to manage, technical ability, and capacity to execute requirements.

• SSP seeks to provide maximum practicable opportunities for small businesses, including veteran-owned, service-disabled veteran-owned, HUBZone, small disadvantaged, and women-owned small businesses.

• The Government reserves the right to consider a set-aside for small businesses or specific preference groups.

• Respondents must provide recent and relevant past performance data.

• Experience must be within the last seven (7) years.

• A facility clearance of SECRET and a computing facility cleared to process SECRET data will be required.

• All costs associated with responding are at the interested parties' expense.

Statement of Work (SOW)

This SOW outlines the requirements for a design-build contract to deliver a new production facility for the Magna Strategic System Program. The project involves the complete design, construction, and commissioning of a specialized, high-purity energetic material production complex, including the safe integration of hazardous and explosive chemical processes within a secure Government installation.

• Design and construct a fully integrated production complex accommodating hazards like static discharge, friction, and impact.

• Key facilities include:

  • Drying Operations Facility: For large-scale rotary drying of solvent-based energetic materials, with grounding, vapor recovery, remote monitoring, and specialized ventilation/static controls.
  • Grinding Operations Facility: For remote operation of specialized jet milling systems, with engineered controls for dust explosion hazards, specialized ventilation, and static control.
  • Support Structures: Control building for remote monitoring, product catch tanks, interim storage, and inert material handling.
  • Site Infrastructure: ESQD-compliant site layout, including roads, utilities, security perimeters, specialized grounding, and lightning protection.

• The completed facility must achieve specified annual production throughput and material purity rates.

• Operations within a secure Government Weapons Installation, requiring security screenings for personnel and minimal disruption to ongoing operations.
