Quick Summary

The Department of Veterans Affairs (VA), specifically the C.W. Bill Young Veterans Medical Center EMS Grounds, is conducting a Sources Sought to identify qualified small businesses capable of providing a TL-2 Lightning Loader Grapple Truck (Brand Name or Equal). This market research aims to determine potential set-aside opportunities for Service-Disabled Veteran-Owned Small Businesses (SDVOSB), Veteran-Owned Small Businesses (VOSB), or Small Businesses (SB). Responses are due by February 19, 2026, at 14:00 Eastern Time.

Purpose & Context

This notice is for informational and planning purposes only and does not constitute a solicitation. The VA seeks to gather information from qualified small businesses to assess the market's ability to supply a grapple truck. The truck is needed to efficiently clear downed trees and limbs after severe weather events, improve debris removal timeliness, and assist with regular tasks like clearing conservancy paths. This equipment will enhance the medical center's ability to respond to emergencies, as past cleanup efforts were delayed due to a lack of such equipment.

The requirement is for one (1) 2026 Track Truck Grapple Loader (Brand Name or Equal) with specific features:

  • Grapple Truck: TL-2 Lightning Loader (or equal) with a minimum 20 ft boom reach (including 4 ft telescoping extension), minimum 3200 lbs. lift capacity when fully extended, minimum 20 cubic yards capacity, minimum 23 tons dump body hoist capacity, ANSI Z245 compliant, automatic transmission, and dual joysticks.
  • Chassis: 2025 International MV607 with A2000 transmission, diesel fuel, and air brakes.

  • Motor: Kohler ECH980 38 HP Gas Motor (or equal), gasoline fuel.
  • Cutter Wheel: Belt-driven with eight (8) Greenteeth, minimum 18 in. diameter and 0.5 in. thick.

Submission Information

Interested SDVOSBs, VOSBs, and SBs should reply via email to Michael.Shook@va.gov if they are interested and capable of providing the required product. Responses must include a capability statement and, if applicable, a letter of supply. The deadline for responses is February 19, 2026, at 14:00 Eastern Time.

Set-Aside Determination

Responses will inform the determination of a potential set-aside. If insufficient SDVOSB responses are received, the requirement may be solicited as a VOSB or SB set-aside. If there are not enough small business responses, the requirement may be solicited as unrestricted.
