Scope of Work

The C.W. Bill Young VA Medical Center's Environmental Management Service (EMS) Grounds requires a grapple truck to improve the efficiency and timeliness of clearing roads and parking lots of downed trees and limbs following hurricanes and severe weather. The truck will also be used for regular tree trimming and clearing paths in conservancy areas. Past hurricane cleanup efforts were delayed due to the lack of such equipment, necessitating emergency procurements.

Key Requirements / Deliverables

The solicitation is for one (1) 2026 Track Truck Grapple Loader (Name Brand or Equal) with specific features:

• Grapple Truck: TL-2 Lightning Loader (or equal) with a minimum 20 ft boom reach (including 4 ft telescoping extension), minimum 3200 lbs. lift capacity at full extension, minimum 20 cubic yards capacity, minimum 23 tons dump body hoist capacity, ANSI Z245 compliance, automatic transmission, and dual joysticks.

• Body: 2026 HDX 1717 Body in PI Black with a single door.

Technical documentation should include past performance (within two years) and manufacturer's authorization or seller's distribution agreement. Pricing must be completed on the SF 1449, including warranty terms. Evaluation factors are Technical Capability, Past Performance, and Price, with Technical and Past Performance being equally assessed and combined to determine the best benefit to the Government.

Eligibility / Set-Aside

This acquisition is UNRESTRICTED. However, in accordance with VAAR 852.219-73 and 852.219-76, evaluation credit will be assigned for Certified Service-Disabled Veteran-Owned Small Businesses (SDVOSB) and Veteran-Owned Small Businesses (VOSB) prime contractors registered in the VIP database. Offerors claiming SDVOSB status must be certified and listed in the SBA certification database.
