Contract Details

The Buy America Act and limitations on subcontracting apply.
Submission & Evaluation
Quotes must be submitted via email to robert.weeks@va.gov and helen.woods@va.gov, with the subject line "RFQ 36C26026Q0202." The deadline for submissions is February 24, 2026, at 11:00 AM Pacific Time. Offers must include completed certifications as per FAR 52.252-2 and VAAR 852.219-76; alternate versions are not accepted. Evaluation will be based on technical merit and price. Quotes must meet all minimum technical requirements (salient characteristics) without requiring external research. Descriptive literature is required for non-brand name offers.
Important Notes
Offerors must be SBA-certified SDVOSBs and considered small for the assigned NAICS code. The VAAR 852.219-76, "Notice of Limitations on Subcontracting—Certificate of Compliance for Supplies and Products," is a mandatory certification that must be completed, signed, and returned with the offer.
