Scope of Work
The requirement is for two (2) fully staffed ambulances on post, each requiring one (1) Paramedic and one (1) Emergency Medical Technician (EMT) to ensure 24/7/365 coverage. All contractor personnel must be fully licensed and accredited in accordance with the State of California Emergency Medical Services Authority (EMSA) and the Inland Counties Emergency Medical Agency (ICEMA) - San Bernardino County regulations. Required certifications include BLS, ACLS, and PALS. Personnel must also pass a Tier 1 background investigation for military installation access.
Government Furnished Property (GFP)
The Government will provide the two (2) fully equipped ambulances, all required durable medical equipment, consumable medical supplies, and will be responsible for vehicle maintenance and fuel. A designated standby facility (dayroom/bunkroom) will also be provided for on-duty personnel.

Interested vendors shall submit a Capability Statement addressing:
- Company Information: Name, UEI, CAGE code, point of contact, and socioeconomic status.
- Staffing Approach & Headcount: Detail commercial practices for meeting continuous 24/7/365 coverage, including estimated total personnel/FTEs, considering California labor laws, fatigue management, sick leave, and PTO.
- Credentialing Capabilities: Ability to recruit, verify, and retain Paramedics and EMTs with current ICEMA/San Bernardino County accreditation and necessary background checks.
- Prior Experience: Similar contracts performed for the Department of Defense (DoD) or state/local municipalities involving government-furnished vehicles.
