Scope of Work
The chartered OSV must meet stringent operational and technical requirements, including:
- Vessel Specifications: U.S. Flag, Jones Act Qualified, minimum 10 knots transit speed, capable of operating in Sea State 5 and conducting small boat/diver launch/recovery in Sea State 3.
- Operational Depth & Endurance: Facilitate operations in 40 – 1,000 feet water depth and maintain up to 14 days underway without resupply.
- Dynamic Positioning: Operable DP2 system or equivalent, capable of maintaining station within a 150-foot radius in up to 30 knots winds and Sea State 5, with two qualified DP Officers.
- Deck & Equipment: Minimum 5,500 sq. ft. of contiguous open deck space with unobstructed overhead, universal four-point lashing, and sufficient strength for Sponsor Mission Equipment (SME) and Contractor Furnished Equipment (CFE). SME includes recompression chambers, UUV MILVANS, and explosive ready service lockers. CFE includes fuel storage tanks and rigging equipment.
- Launch & Recovery: Crane or a-frame capable of 24-hour launch/recovery services and lifting up to 60,000 lbs, suitable for manned lifts or RHIBs.
- Support Services: Provide three galley-prepared meals and hotel services for up to 35 embarked personnel, berthing, 250 sq. ft. administrative space with WIFI, potable water, and 24-hour laundry.
- Electrical & Communications: Specific electrical power outlets (480 VAC, 220 VAC, 208 VAC), Marine VHF, ship's cell phone, and integrated mission equipment communications.
- Site Survey: Vendors must permit a Pre Delivery Site Survey (PDSS) 15-45 days prior to vessel delivery.
