• The period of performance is estimated from 1 August 2026 to 31 August 2026.

• Performance is required at Vandenberg SFB, CA 93437.

• Funds are not presently available and are contingent upon appropriation.

• Quotes are due no later than 1:00 PM (Local) on Thursday, 16 April 2026.

• Questions are due no later than 1:00 PM (Local) on Thursday, 9 April 2026.

• The government intends to award to the lowest priced quote that is technically acceptable.

• Evaluation will be based on Price and Technical Capability.

• This acquisition is a 100% Small Business Set-Aside.

• The applicable NAICS code is 334310 with a size standard of 750 Employees.

• The government reserves the right to award some or all line items, or to cancel the solicitation.

• Costs incurred in preparing a response are the responsibility of the firm and will not be reimbursed.

• Inspection and acceptance of deliverables will be performed by the Point of Contact (POC) in the contract award.

Statement of Work (SOW) / Performance Work Statement (PWS)

To install and integrate a new Audio/Visual (A/V) system at the VSFB Pacific Coast Club, replacing outdated and failing equipment with modern, user-friendly components. The goal is to provide clear audio throughout the facility, with easy management for end-users and minimal IT support.

• Replace ceiling speakers throughout the building with 40 SAROS ICE6LPT-W-T-EACH speakers, and purchase additional units as needed.

• Repurpose existing JBL speakers in the Ballroom and Warrior Room.

• Install and configure 8 Shure UA864US or equivalent microphones in various rooms.

• Install 10-15 additional SAROS ICE6LPT-W-T-EACH speakers in the café/bar, requiring new cabling and ceiling holes.

• Install 8 SAROS SMT6T-AW-B-T-EACH exterior speakers for the café/bar and Heritage Room outdoor seating areas.

• Replace two wall mount touch panel faceplates in Warrior Rooms 1-2 with TSW-770-W-S.

• Install five TSW-770-W-S wall mount touch panel faceplates in Ballrooms 1-3, café/bar, and Heritage Room.

• Ensure touch panel faceplates can connect to phones via Bluetooth or wired audio.

• Enable direct TV box audio connection in the Café/Bar.

• Purchase and install 60 Cat6 drops for cabling.

• Set up a master TS-1070-W-S tabletop touch panel faceplate in the main office for facility-wide control.

• Configure speakers, touch panels, two DSP-1280 signal processors, 2 AMP-8150 amplifiers, and CEN-SWPOE-30 POE.

• Configure Shure wireless receivers for 13 microphones.

• Uninstall all old equipment and prepare it for removal by FSS IT.

• Installation should be completed no later than the month of August.

• The work will be performed at the VSFB Pacific Coast Club.

• Existing AV rack will be reused.

• Equipment must be configured to prevent tampering with cables and hardware.

• Seven touch panel faceplate locations are required for audio control.

• A master control in the main office will manage all rooms simultaneously.

• Contractor must possess required knowledge and skills for installation, voltage, audio tuning, programming, and user-friendly systems.

• Government will furnish electricity and emergency medical services.

• Equipment is already purchased and available for installation.

• Trenching is not required; all cables will be run through ceiling tiles.
