Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial products/services, prepared in accordance with FAR subpart 12.6. It constitutes the sole solicitation, and proposals are requested. • This is an "all or none" requirement; the entire package must be quoted to be considered responsive.

The 99th Contracting Squadron intends to solicit a new requirement as a Firm-Fixed Price, Total Small Business Set-Aside - Brand Name purchase order utilizing SAM.gov for the 30th RS UPS Battery & Power Supply Module Replacement at Creech AFB.

• Purchase of 288 UPS Battery string packs with 9A-12V batteries.

• Purchase of 10 American Power Conversion (APC) brand UPS power supply modules (PSM).

• Installation of these items.

• Estimated delivery: 60 days ARO.

• Contract Type: Firm-Fixed Price.

• Funding: Operation and Maintenance funds.

• Anticipated CLIN structure includes UPS Battery string packs and APC UPS power supply modules.

• Solicitation will be made on SAM.gov.

• This is a Total Small Business Set-Aside, Brand Name requirement.

• Costs will be determined fair and reasonable based on adequate price competition or comparison to similar requirements.

• The justification for a brand name requirement is due to existing infrastructure already being American Power Conversion brand. Replacing PSMs with a different brand is not recommended due to potential system issues, proprietary modules, and intelligent firmware that may prevent non-APC components from functioning. Using the same brand also eliminates different servicing and maintenance issues.

• Preventive maintenance is scheduled through CE and performed by Empire CAT; using a different brand would require additional maintenance.

• Market research identified multiple small businesses capable of fulfilling the requirement.

• Prior purchases of APC UPS units by the government are noted, along with vendor interest from Southern NV UPS Repair.
