Scope of Work
The Government seeks sources capable of producing .300 NM Ball and .338 NM AP cartridges according to U.S. Government Owned Technical Data Packages (TDPs) and detailed specifications MIL-DTL-32619 (M1162) and MIL-DTL-32618 (M1163). The TDPs and specifications contain technical data restricted by export control laws, requiring specific handling and certifications (DD 2345, NDA, JCP registration) for access.
Planned Acquisition
The U.S. Government contemplates awarding a single Firm Fixed Price Indefinite Delivery Indefinite Quantity (IDIQ) contract to fulfill Fiscal Year 2027-2032 requirements. The estimated quantity is approximately 6.3 million M1162 and M1163 cartridges. Initial delivery is required 540 calendar days after award if a First Article Test (FAT) is needed, or 270 calendar days if FAT is not required.
Submission Requirements
Interested companies should submit responses electronically to david.e.schutzer.civ@army.mil by the deadline, with ".300 and .338 NM" in the subject. Submissions must include:
- Company details (name, CAGE, POC, address, business type/size, socio-economic status if applicable).
- Indication of interest as prime or subcontractor.
- Detailed description of manufacturing, inspection, and testing capabilities, facilities, equipment, personnel, and past experience with similar precision cartridges.
- Production timeline (not exceeding 180 days post-award), monthly/annual production capacities (e.g., 170,000 M1163, 40,000 M1162 monthly), minimum order quantity, and manufacturing lead time.
- Summary of potential partnering/teaming arrangements, estimated unit cost, and plans to verify design conformity to MIL-DTL-32619 and MIL-DTL-32618. Respondents must possess the majority of required skills and facilities or demonstrate the ability to obtain them. Sub-tier vendors must meet the same criteria.
