Scope of Work
The Government seeks sources capable of manufacturing and delivering M1163 Ball and M1162 AP cartridges according to U.S. Government Owned Technical Data Packages (TDPs) and Detailed Specifications MIL-DTL-32618 (M1163) and MIL-DTL-32619 (M1162). The Detailed Specifications are Distribution D (DoD and U.S. DoD contractors only) and contain export-restricted technical data.
Planned Acquisition & Timeline
The U.S. Government contemplates awarding a single Firm Fixed Price Indefinite Delivery Indefinite Quantity (IDIQ) contract for Fiscal Years 2027-2032. The estimated quantity is approximately 6.3 million total M1162 and M1163 cartridges. Initial delivery is required 540 calendar days after award if First Article Test (FAT) is needed, or 270 days if not.

Submission Requirements
Interested companies should submit an electronic response via email to david.e.schutzer.civ@army.mil with ".300 and .338 NM" in the subject. Submissions must include:
- Company details (name, CAGE, POC, address, business type/size, socio-economic status).
- Interest as prime or subcontractor.
- Detailed description of manufacturing, inspection, and testing capabilities, facilities, equipment, personnel, and past experience with similar precision cartridges.
- Timeline to begin production (max 180 days post-award).
- Monthly and annual production capacities, including evidence of proven monthly quantities (170,000 M1163, 40,000 M1162).
- Minimum order quantity, manufacturing lead time, partnering/teaming summary, estimated unit cost.
- Plans and schedule to verify design, and any contractor testing results. Proprietary information should be clearly marked. Respondents must possess or be able to obtain necessary resources.

TDP Upper-level drawings are available upon request. Detailed Specifications require a written request (AMSTA-AR Form 1350), signed DD 2345 Military Critical Technical Data Agreement, and an executed Non-Disclosure and Non-Use Agreement. Offerors must be registered with the U.S./Canada Joint Certification Office (JCP) and capable of handling Controlled Unclassified Information (CUI).
