Evaluation Criteria

Award will be made to the responsible offeror whose quote represents the Lowest Price Technically Acceptable (LPTA). Technical acceptability is defined by the offeror's capability to meet all defined products and requirements within the Statement of Work and Salient Characteristics. Past performance will not be evaluated. Offerors should submit their best terms from a price and technical standpoint initially.

Important Notes

Bidders must confirm the existing overhead I-beams' capacity to support a 5,000 lbs. point-load. The approximate fall clearance from the top of a lifted aircraft to the ground is 20 feet. The government is not considering a horizontal safety lifeline system as an alternative. All personnel requiring base access must comply with the REAL ID Act of 2005 requirements, effective May 7, 2025. Offerors are responsible for reviewing all attachments, including architectural drawings for the hangar, and any amendments. An Ombudsman is available for unresolved concerns after initial contact with the contracting officer.
