356 ETSG Tinian Hotel Services

This document is a Request for Quotes (RFQ) for a Blanket Purchase Agreement (BPA) to provide Hotel lodging services on Tinian Island for the 356 ETSG. The Master Dollar Limit for this BPA is $5M.

• Services to be provided in accordance with the attached Performance Work Statement (PWS).

• A price list with items/services, quantities, and unit of measure is required (Attachment 4).

• Period of Performance (PoP): One 12-month Base Period and two 12-month Option Periods.

  • Base Period: 01 February 2026 – 31 January 2027
  • Option Period 1: 01 February 2027 – 31 January 2028
  • Option Period 2: 01 February 2028 – 31 January 2029

• Total duration, including options, shall not exceed three (3) years.

• This acquisition uses Simplified Acquisition Procedures (FAR Part 13).

• Award will be made to the responsible offeror(s) using a Lowest Price Technically Acceptable (LPTA) source selection process.

• Evaluation factors: Technical Acceptability and Price.

• Offers must be rated "Acceptable" for the technical factor to be considered for award.

• Award will be made to the offeror with the lowest total evaluated price among technically acceptable offers.

• Quotes must include two parts: Part I) Information Sheet (Attachment 1) and Part II) Price List (Attachment 4).

• Price lists must have an effective date and an end date.

• Requests for Information (RFIs) due: Wednesday, 21 January 2026 at 11:00 AM ChST.

• Quotation submission deadline: Saturday, 31 January 2026 at 11:00 A.M. Chamorro Standard Time (ChST).

• This acquisition is 100% set-aside for small business concerns.

• NAICS code: 721110, size standard of $40M.

• Contractors must be registered and active in SAM prior to award.

• The Government is obligated only to the extent of authorized purchases made under the BPA.

• A list of authorized individuals to purchase under the BPA will be provided.

• Applicable provisions and clauses are in Attachment 2, Terms and Conditions.

• Attachments include: Information Sheet, Terms and Conditions, Performance Work Statement, and Price List.

This document, "Terms and Conditions," outlines the contractual framework for a Blanket Purchase Agreement (BPA). It details the obligations, pricing, payment, cancellation, and incorporated clauses relevant to the agreement.

• Period of Performance: A 12-month base period with two 12-month option periods, not to exceed 3 years total.
• Extent of Obligation: The Government is only obligated to the extent of calls actually placed against the BPA.
• Master Dollar Limit: $5,000,000.00.
• BPA Call Limit: $5,000,000.00 for approved individuals.
• Pricing: Contractor must submit written requests for price changes; approved pricing at the time of call placement will be effective. Discounts may be offered.
• Authorized Callers: Only warranted Contracting Officers from 356ETSG/CONS are authorized to make calls.
• Payment: Will be made through Wide Area WorkFlow (WAWF).
• Cancellation: BPA may be discontinued with 30 days' written notice by either party. Cancellation also occurs when the aggregate total reaches $5,000,000.00.
• Contract Clauses: Includes FAR 52.212-3 (Offeror Representations and Certifications) and FAR 52.212-4 (Contract Terms and Conditions), with an addendum tailoring paragraph (c). Numerous other FAR and DFARS provisions and clauses are incorporated by reference.

This document is critical for understanding the terms and conditions under which services will be procured via a BPA. Bidders must review the dollar limits, period of performance, payment procedures, and all incorporated clauses to assess their ability to comply and to understand their rights and obligations if awarded a BPA. It also specifies the authorized personnel for placing calls and the payment system to be used.
