• Room Nights & Duration: The requirement is for continuous lodging to support back-to-back, six (6) month personnel rotations, priced as a sustained, long-term block of rooms, not standard short-term bookings.
• Single Property vs. Multiple BPAs: The requirement is not intended for a single hotel property to meet the full 120 beds. Multiple Blanket Purchase Agreements (BPAs) will be awarded, and vendors should price based on the maximum rooms they can reliably offer.
• Ancillary Space Costs: Outdoor space requirement has been removed. Shared kitchen space costs should be built into the standard room rate. Office and Common Area spaces will be billed as standard rooms at their nightly occupancy rate, not factored into other room rates.
• Third-Party Proposals: Third-party organizations are welcome to participate as the prime contractor.
• Incumbent Contract: There is no incumbent contractor for this specific solicitation. The predecessor contract has reached its maximum ceiling.
• Room Mix: The Government does not have a fixed distribution ratio of single versus double occupancy rooms; the specific mix will be detailed in call orders.
• Kitchenette Facilities: Shared kitchens serving multiple rooms are acceptable; in-room kitchenettes are not required.
• Claims & Liability: The Contractor is responsible for billing individual travelers directly for incidental charges or damages and must obtain a personal credit card at check-in for such purposes.
• Lead Time: Offerors should anticipate a typical lead time of 2 to 5 business days from call order issuance to the first day of performance.

Clarifications address pricing of ancillary spaces, submission eligibility, and operational details, impacting how vendors should prepare their proposals and pricing. Amendment 2 to the RFQ and PWS is referenced for further details on certain requirements.

Amendment / Modification

This Memorandum for Record documents changes incorporated into RFQ Letter FA502526QR001 via Amendment 0002. The changes include:

• Price List and Vendor Information: An updated price list is attached, incorporating vendor information requirements. This supersedes the previously required separate 'Information Sheet'.

• Revised Evaluation Factors: The evaluation factors in the Request for Quote (RFQ) have been updated. The quote submission email address has also been updated.

• Updated Performance Work Statement (PWS): Revisions have been made to various sections of the PWS. A redline version highlighting changes and a final version are provided as attachments.

• Responses to Requests for Information (RFI): Government responses to RFIs received as of 11:00 AM ChST on 21 January 2026 are attached.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide long-term lodging accommodations for authorized Government personnel on Tinian, CNMI, supporting the 356th Expeditionary Theater Support Group (ETSG).

• Provide non-personal hotel lodging services.

• Ensure accommodations are safe, clean, functional, and fully equipped.

• Services include facility management, housekeeping, maintenance, emergency response, and provision of furnishings, utilities, and amenities.

• Lodging must meet or exceed general public standards and comply with health, safety, and accessibility regulations.

• Lodging Capacity: Minimum of 120 beds total (single or double occupancy).

• Room Requirements:

  • Electrical: 120-volt, 60-hertz power; minimum six receptacles across three outlets; compliant with NEC 210.8.
  • Plumbing: Continuous hot/cold water (min 120°F hot); functional sink, toilet, shower/bathtub.
  • Potable Water: Meets Safe Drinking Water Act and EPA standards.
  • Furnishings: Flat-screen TV, microwave, mini-fridge, individual storage, full-size bed with bedding, comforter/duvet.
  • Climate Control: Individually controlled AC (65°F-75°F); adequate ventilation; portable dehumidifiers if needed.
  • Internet: High-speed, stable Wi-Fi supporting 120 users; reliable and consistently available.
  • Security: Secure locking mechanisms; limited access to assigned personnel; key/card accountability.
  • Kitchen Facilities (Optional but preferred): Minimum 5x5 ft area with sink, full-size refrigerator (20+ cu ft), microwave, electric kettle, cabinetry, stove.
  • Filtered Water/Ice: Daily provision of filtered water (9x 5-gal containers) and ice (10x 7-lb bags).
  • Bathroom: Equipped with plunger and toilet scrubber.

• Contractor Responsibilities:

  • Housekeeping: Twice weekly cleaning, trash removal, linen replacement; twice-weekly towel service; pest control.
  • Emergency Power: Backup generator for premises and continuous water supply.
  • Typhoon Preparedness: Typhoon shutters, storm-resistant doors, compliant with 2018 IBC.
  • Fire Safety: Comprehensive fire alarm/suppression system, smoke detectors.
  • Maintenance: Routine and emergency maintenance (24/7 contact, 1-hour response for urgent issues).
  • Emergency Service Response: Onsite within 1 business day for assessment; resolution within 24 hours or arrange alternate lodging.

• Place of Performance: Tinian, CNMI.

• Non-personal services contract.

• Contractor is solely responsible for service providers.

• Government is not liable for individual traveler charges or damages.

• No Government-furnished items or services will be provided.

To provide hotel lodging services on Tinian Island CNMI for military personnel and authorized government staff, supporting the 356th Expeditionary Theater Support Group (ETSG).

• Furnish non-personal services for short-term and long-term lodging accommodations.

• Ensure all accommodations are safe, clean, functional, and fully equipped.

• Services include facility management, housekeeping, maintenance, emergency response, and provision of furnishings, utilities, and amenities.

• Lodging must meet or exceed standards offered to the general public and comply with health, safety, and accessibility regulations.

• Minimum of 120 beds capacity across one or more awards.

• Single Occupancy Rooms: Minimum of one (1) bed.

• Double Occupancy Rooms: Minimum of two (2) beds in two separate, fully enclosed rooms.

• Electrical: Standard 120-volt, 60-hertz power with at least six electrical receptacles per room, compliant with NEC 210.8.

• Plumbing: Continuous hot and cold water, with hot water at a minimum of 120°F.

• Potable Water: Must meet Safe Drinking Water Act (SDWA) and EPA standards.

• Privacy: Permanent physical dividers for rooms with multiple bedspaces; temporary partitions may be used if insufficient.

• Furnishings: Flat screen smart TV, shared microwave, shared mini fridge, individual clothing storage, full-size mattress, box spring, sheets, pillows, and comforter/duvet per occupant.

• Climate Control: Individually controlled air conditioning maintaining 65°F-75°F; portable dehumidifiers provided if needed.

• Internet: High-speed, stable Wi-Fi capable of supporting up to 120 simultaneous users.

• Security: Secure locking mechanisms, access limited to assigned personnel.

• Outdoor Space: Minimum 500 sq ft for recreation and storage, capable of accommodating two 10ft x 10ft containers.

• Kitchen Facilities: Minimum one community kitchen area (5ft x 5ft) for every two bed spaces, equipped with sink, refrigerator (1.5 cu ft minimum, 20 cu ft full-size), microwave, electric kettle, cabinetry, and stove. Kitchen access is preferred but not mandatory.

• Office Space: Minimum two dedicated office rooms (100 sq ft each) per facility, furnished with three desks and three chairs.

• Common Area: Minimum 200 sq ft, furnished with one couch, four chairs, one table, and a 65in smart TV.

• Filtered Water and Ice: Daily provision of nine 5-gallon containers of filtered water and ten 7-pound bags of ice.

• Bathroom Equipment: One plunger and one toilet scrubber per bathroom.

• Housekeeping: General cleaning twice weekly, trash removal, linen replacement (twice weekly), and pest control as needed.

• Emergency Power: Backup generator for premises and water supply.

• Typhoon Preparedness: Typhoon shutters on windows, storm-resistant doors, compliant with 2018 IBC.

• Fire Safety: Comprehensive fire alarm and suppression system with smoke detectors.

• Maintenance: Routine and emergency maintenance services provided 24/7 with a one-hour response time for urgent issues. Technician on-site within one business day for assessment/repairs.

• Emergency Service Response: If issue not resolved within 24 hours, arrange alternate lodging of equal or better quality within 12 hours at no additional cost.

• Place of Performance: Camp Tinian, Northern Mariana Islands.

• Contract Type: Firm-fixed price.

• Claims and Liability: Government not liable for incidental charges; Contractor to notify tenants of personal charges responsibility.

• Government Furnished Items and Services: None.

Form / Attachment / Pricing Sheet
