Quick Summary

The Department of the Navy, Military Sealift Command (MSC), is soliciting proposals for a 40-day Tanker Time Charter for one clean, approved, double-hull tanker. This firm-fixed-price contract requires a vessel capable of transporting a minimum of 235,000 barrels of clean product. The acquisition is Unrestricted. Proposals are due Monday, March 16, 2026, at 1400 Eastern Time.

Scope of Work

This solicitation, conducted under FAR Part 12 Simplified Procedures, seeks a tanker for approximately 40 days. The vessel will deliver cargo in the Sea of Japan (intended Yeosu, Korea) and redeliver in the Mediterranean Sea (intended Singapore, Singapore). Laydays are scheduled to commence on April 27, 2026, and cancel on April 28, 2026.

Key Requirements

The vessel must be a U.S. or foreign flag, double-hull tanker with an Inert Gas System (IGS) and Segregated Ballast Tanks (SBT). It must carry a minimum of 235,000 bbls of clean product. Specific dimensions include a maximum LOA of 189.88 meters, maximum beam of 50 meters, and maximum DWT of 51,000 MT. The vessel must maintain a minimum Speed of Advance (SOA) of 13 knots in moderate weather while laden and be capable of accommodating an MSC Tactical Advisor (TACAD) and a Navy Security Team.

Required documentation includes being a SIRE System party, providing a Q-88 (no older than 60 days), current Class Society Safety Management Certificate, Flag State International Ship Security Certificate, and relevant USCG certificates. Tanks must be clean, gas-free, ready for internal inspection by a Certified Marine Chemist, and meet specific benzene toxicity and heating coil requirements. Monthly voyage abstracts and pre-arrival notifications are also required.

Contract Details

  • Contract Type: Firm-Fixed-Price
  • Period of Performance: Approximately 40 days
  • Set-Aside: Unrestricted
  • NAICS Code: 483111
  • Product Service Code: V124 (Marine Charter For Things)

Submission & Evaluation

Proposals must be submitted by Monday, March 16, 2026, at 1400 Eastern Time. A valid submission requires at least a ship name, a price, and a signature, along with specific supporting documentation. Evaluation will be based on the price proposal, considering charter hire rate, fuel costs (using provided fuel consumption templates and standard DLA prices), and other pricing elements. Technical capability will also be assessed, with a preference for "Category 1" offers (vessels with significant overhaul/repair work in a U.S. shipyard within the last five years). U.S. flag vessels may receive prioritization.

Additional Notes

Proforma documents are available upon request or via the MSC website. Offerors are encouraged to submit proposals early due to potential email delays. No JPEG files are permitted. Certain areas, including the Red Sea, Bab al-Mandeb Straits, and Gulf of Aden, are designated imminent danger pay locations. Offers that counter the TANKTIME 2026 (02-26) terms will not be accepted.
