Statement of Work (SOW)

To procure and install a new water-cooled chiller, equivalent in function and performance to the existing 50-ton unit, at the Bureau of Reclamation, Eastern Colorado Area Office (ECAO) in Loveland, CO.

• Supply and install a new water-cooled chiller.

• Remove and dispose of the existing 50-ton Carrier chiller (Model 30HK-050-D-610).

• Perform mechanical and electrical tie-ins.

• Provide startup and commissioning services.

• Conduct a pre-purchase site visit to verify installation details and suitability of the proposed chiller.

• Modify equipment pad and surrounding grating as necessary for new chiller mounting.

• Replicate existing vibration dampening.

• Connect the new chiller to the building's HVAC control programmable logic controller (PLC).

• Provide in-person training for Reclamation mechanical staff.

• Provide a minimum one-year warranty on all work, parts, and labor.

• General: 50-ton nominal rating, water-cooled, designed for commercial HVAC, 100% duty cycle.

• Electrical: 460 VAC, 3 phase, 60 Hz; supply circuit compatible with existing 75-100 amp breaker.

• Refrigerant: ASHRAE Standard 34, Classification A1 preferred; A2L considered with detection system.

• Noise: 70dB or less inside the mechanical room when operating.

• Control Panel: Manufacturer's built-in control, diagnostic, and alarm panel.

• Energy Efficiency: Comply with FEMP and ASHRAE Standard 90.1.

• Exchanger Cleaning: Accessible for routine maintenance without disassembly.

• Installation Space: Must fit within existing space dimensions (9-ft L x 5-ft W x 6-ft 6-in H) on a 5-ft L x 4-ft W x 3-in H concrete pad.

• On-site installation and commissioning: within 180 days of award.

• Location: ECAO main office, 11056 West County Road 18E, Loveland CO 80537.

• Daily Work Hours: Monday-Friday, 6:30 AM to 3:00 PM.

• Performance and Payment Bonds.

• Insurance certificates.

• Submittals include parts lists, chiller specifications, control panel descriptions, refrigerant specs, layout drawings, manufacturer history, and support office locations.

• Commissioning report (RSN 15).

• Post-installation service including seasonal inspections for two years.

• 4-hour weekday response time for service.

• Final documentation and report within 30 days of work completion.

• Provide site access, utility coordination, and COR oversight.

• Provide basic 110v power for tools.

• Appendices 1-12 are for reference only and do not establish brand-specific requirements.

• Contractor is responsible for any property damage during installation.

This notice is issued for market research purposes in accordance with FAR Part 10. It is informational and for planning only, not a solicitation or promise to solicit. The government is seeking to determine the availability of qualified businesses to supply and install a new 50-ton water-cooled chiller and to assess acquisition strategies, including potential small business set-asides. The government is interested in all small business categories.

• Item: One new nominal 50-ton water-cooled chiller suitable for commercial HVAC applications.

• Location: Eastern Colorado Area Office (ECAO), Loveland, CO 80537.

• Scope of Work: Includes furnishing labor, supervision, equipment, materials, and transportation for:

  • Supplying the new chiller.

  • Integrating the new chiller with the existing building's programmable logic controller (PLC).
  • Performing startup, testing, and commissioning.

  • Providing a minimum one-year warranty on work, parts, and labor.

• Installation Timeline: Anticipated to be completed within approximately 180 days of award.

• Statement of Capabilities: Demonstrate experience in:

  • Supplying/installing ~50-ton water-cooled chillers.
  • Removing/disposing of legacy refrigerant systems (e.g., R-22).
  • Mechanical/electrical integration with existing building systems.
  • HVAC equipment commissioning.
  • Integrating HVAC with building PLC/control systems.
  • Providing post-installation service/maintenance with rapid response.

• Past Performance: Limit to projects within the last 3 years, including contract numbers, customer name, project description, dollar value, and period of performance.
