This document is a Sources Sought notice, not a Request for Proposal, for information and planning purposes only. Patrick Air Force Base is conducting market research to identify potential sources for a requirement to procure and install one new 250 horsepower (HP) outboard engine with a 25-inch shaft on a 2019 23' Lake Assault Aluminum Patrol boat. This includes the engine, associated rigging, electrical components, and labor for de-rigging the old engine and installing the new one on a government-provided vessel.

• Procure and install one (1) new 250 HP outboard engine with a 25-inch shaft.

• The engine is for a 2019 23' Lake Assault Aluminum Patrol boat.

• Includes all associated rigging components and electrical.

• Requires labor to de-rig the old engine and install the new one.

• The North American Industry Classification Systems (NAICS) Code proposed is 335312.

• The size standard for this NAICS is 1,250 employees.

• The requirement is being considered under a small business set-aside program.

• Interested parties should submit a capabilities package outlining their ability to provide the required services.

• The capabilities package should include:

  • DUNS, Cage Code, System for Award Management (SAM) expiration date.
  • GSA contract number and expiration (if applicable).
  • Any related specifications/drawings.
  • Three past references with current contact information and contract number.
  • If subcontracts are to be used, provide anticipated percentage of effort and whether small or large businesses will be used.
  • Teaming and/or subcontracting arrangements should be clearly delineated, along with previous teaming experience.

• The capabilities package must not exceed 5 pages.

• Responses must state if the respondent is a supplier or manufacturer.

• Companies must be registered in the System for Award Management (SAM) database (www.sam.gov).

• Responses are due no later than 4:00 PM EST 25 February 2026.

• Responses must be submitted electronically to cynthia.whittaker@spaceforce.mil and damien.charley@spaceforce.mil, referencing FA252126QB033 Sources Sought.

• The requirement is being considered under a small business set-aside program.

• 45 CONS is interested in any size business capable of meeting the requirement.

• The government requests interested parties submit their business size (annual revenues and employee size), business status (e.g., 8(a), HUBZone, SDVOSB, WOSB, EDWOSB, or small business), anticipated teaming arrangements, and a description of similar services offered.

• This notice does not constitute a commitment by the Government, and no payment will be made for information requested.

• Responses are not considered offers and cannot be accepted to form a binding contract.

• No solicitation exists at this time.

• Future information will be issued through FedBizOpps.

Statement of Work (SOW)

To procure and install one new 250 horsepower (HP) outboard engine with a 25-inch shaft on a government-provided 2019 23' Lake Assault Aluminum Patrol boat. This includes the engine, associated rigging, and labor for removal of the old engine and installation of the new one.

The contractor must provide all personnel, equipment, tools, materials, and supervision for a complete, turnkey engine replacement. All parts and components must be new.

• Engine: New, 250 HP, 25-inch shaft, Four-Stroke, current model year outboard engine from a reputable manufacturer.

• Rigging: New digital throttle and shift (DTS) or equivalent electronic controls, control box, key switch, main wiring harness, and necessary cabling.

• Instrumentation: New multi-function digital gauge(s) compatible with the engine, displaying key operational data.

• Propeller: New stainless-steel propeller, sized for optimal performance.

• System Integration: Integration with the vessel's existing hydraulic steering system, including any necessary fittings, hoses, or fluid.

• Fuel System: Connection to the existing fuel tank, including a new fuel/water separator filter.

• De-Rigging: Professional removal and disposal of the existing outboard engine, controls, and rigging.

• Transom Preparation: Inspection, cleaning, sealing of existing holes, and drilling new holes as needed.

• Engine Mounting: Installation of the new engine using stainless-steel hardware.

• System Testing: Comprehensive operational tests, including flush hose and on-water tests.

• Timeline: Work to be completed within 90 days from vessel delivery to the contractor's facility.

• Location: Work to be performed at an approved and certified service facility. Proof of certification is required prior to award.

• Coordination: Government coordinates vessel drop-off (if within 120 miles); vendor handles pick-up/delivery if outside this radius.

• Work Hours: During contractor's normal business hours.

• Qualifications: Bidder must be an authorized dealer and certified service center for the proposed engine brand. Technicians must be factory-certified on the model. Proof of certifications required.

• Documentation: Provide owner's manual, engine documentation, and original invoice upon completion.

• Warranty: Full manufacturer's warranty on engine/parts, plus a minimum one-year warranty on installation labor.

• Responsibility: Contractor is responsible for proper removal, installation, and repair of any damage to the vessel caused during the work.

• Disposal: Contractor responsible for legal disposal of the old engine and associated debris.

The government will deliver the vessel to the contractor's facility.

Final acceptance upon successful completion of all operational tests. Deficiencies must be corrected at no additional cost.
