Evaluation

The Government intends to solicit and negotiate with only one source. However, all responsible sources may identify their interest and capability to respond to the requirement or submit proposals, quotations, or capability statements. All proposals received within 45 days (or 30 days if under an existing Basic Ordering Agreement) after the publication date will be considered. A determination by the Government not to compete based on responses is solely at its discretion. Information received will normally be considered solely for determining whether to conduct a competitive procurement. Based on market research, FAR Part 12 (Acquisition of Commercial Items) is not being used, but interested persons may identify their capability to satisfy the requirement with a commercial item within 15 days of this notice.
