This solicitation is a Request for Quote (RFQ) from the Montana Army National Guard (MTARNG) for the HHC 495th CSSB's Annual Training in Kalispell, MT. The requirement is for a contractor to provide and deliver prepared meals. The period of performance is from May 30, 2026, through June 13, 2026. Meals must be high-quality, hearty, nutritionally balanced, and prepared in accordance with commercial food service standards.

• Provide and deliver prepared meals to the MTARNG Armory in Kalispell.

• Offer a variety of high-quality, hearty meals that are nutritionally balanced.

• Prepare meals in accordance with commercial food service standards.

• Provide a 14-day sample menu for technical acceptability.

• Breakfast: Eggs, meat, meatless entrée (pancakes/waffles), potato, optional low-fat yogurt, cereal, or pastry. Includes 45-50% fresh milk and 100% fruit juice. Soda is not authorized for dinner.

• Dinner: Main entrée, starch, vegetable, salad, and beverage (no soda).

• Salad requirements include leafy greens, individual vegetable containers, shredded cheese, croutons/crackers, and at least three dressing choices (including one fat-free).

• Three types of fresh fruits available at every meal.

• Provide all necessary condiments.

• Offer warming beverages (coffee with creamer & sweeteners) at breakfast.

• Serve buffet style; no à la carte ordering.

• Quality and serving sizes equivalent to commercially available prepared meals.

• Responsible for portion control, allowing second plates if needed.

• Maintain potentially hazardous food at 135°F (57°C) or above for hot items, and 41°F (5°C) or less for cold items.

• Comply with FDA Food Code guidelines (current version 2022).

• Purchase food from approved vendors and USA companies.

• Provide substitute or alternative meals for dietary restrictions/allergens (e.g., lactose intolerance, gluten intolerance, diabetes, wheat, nuts, fish, shellfish, eggs, soy) with 48 hours' notice.

• Deliver meals and serve at the unit location; no government property will be furnished.

• Provide serving utensils, eating utensils, cups, plates, pans, and warming trays.

• Responsible for picking up and cleaning equipment.

• Safeguard government property provided for contractor use.

• Contract type: Firm Fixed Price (FFP).

• Period of Performance: May 30, 2026 - June 13, 2026.

• Estimated meal counts are tentative and subject to reduction. Total estimated: 825 Breakfasts, 0 Lunches (MREs provided by MTARNG), 770 Dinners.

• Evaluation factors for best value determination: Technical (14-day sample menu), Past Performance (from CPARS, SPRS, PIEE, and other sources), and Price (fairness and reasonableness).
