Purpose and Scope
DLA Disposition Services requires new 4K Electric Forklifts for various sites within the Continental United States (CONUS). The contract is a Firm-Fixed Price (FFP), Indefinite Delivery Indefinite Quantity (IDIQ) vehicle, with a 12-month base period and four 12-month option periods, not exceeding five years. The requirement includes four types of 4K Electric Forklifts: Reach Truck, Stand-Up (48" tines), Sit-Down (36" tines), and Sit-Down (42" tines). All equipment must be new, include necessary accessories (cables, batteries, chargers), and be equipped with a DoD item unique identification (IUID).
Key Requirements
Offerors must provide detailed technical specifications, including manufacturer's cut sheets, and complete the mandatory Attachment 3 Technical Certification Form for each proposed forklift. This form requires certification against minimum specifications, delivery lead time, and the place of manufacture/country of origin for both the forklift and its batteries.
Critical Battery Restrictions:
- Batteries manufactured by companies on the 1260H list will be excluded.
- Batteries from companies subject to the Decoupling from Foreign Adversarial Battery Dependance Act of 2024 (e.g., CATL, BYD, Envision Energy, EVE Energy, Gotion High Tech, Hithium Energy Storage Technology, effective October 2027) will also be excluded, unless the equipment manufacturer demonstrates commercial availability of replacement batteries from non-prohibited companies.
- All batteries must be maintenance-free and rated for 8 hours of continuous use.
Other requirements include safety features (strobe light, reverse alarm, overhead guard), provision of operator/maintenance manuals and familiarization training, and monthly invoicing via DoD Wide Area Workflow (WAWF). Delivery is expected within six months of a task order, with equipment operational within ten days of delivery.
Evaluation and Submission
Quotes will be evaluated on a Lowest-Price Technically Acceptable (LPTA) basis. Technical acceptability will be determined by a pass/fail review of submitted technical documentation against salient characteristics and solicitation requirements. Award will go to the responsible firm offering the lowest total cost among technically acceptable proposals.
