Scope of Work
The requirement involves the delivery of Type 2 Class B base course aggregate, initially estimated at approximately 16,000 tons, to Hunter Road. The aggregate will be used to create a maximum 24-foot-wide roadway with a 6-inch gravel surface. The contractor is responsible for furnishing all supervision, labor, materials, and equipment for delivery, with aggregate dumped directly onto the roadway. Refuge staff will perform the final road shaping and grading. All aggregate must conform to specific technical specifications, including Type 2 Class B base course requirements (crushed stone with angular shapes, plasticity index of 6 or less, and other detailed material properties). Deliveries are scheduled Tuesday through Friday, 07:00 to 15:00, with a minimum daily delivery of 580 cubic yards. Flexibility in truck spacing and consecutive dumping is permitted if coordinated safely with on-site staff.
Contract Details
This is a Firm Fixed Price Commercial Products Contract. The period of performance commences upon award, with work to be completed within 90 days. The earliest performance start date is March 1, 2026, and all work must be completed by June 30, 2026. This acquisition is a Total Small Business Set-Aside.
Submission & Evaluation
Offerors must submit quotes specifying the quantity of stone that can be provided and delivered for the government's allocated budget of $560,042.96, including an all-in price (material, delivery, fuel, placement, and all associated fees). Submissions should include a statement confirming understanding of the Type 2 Class B base course standard and the vendor's CAGE code. Quotes must be submitted in two parts: (1) non-price (technical acceptability, including past performance) and (2) price. Electronic quotations should be emailed to Robert_Sung@fws.gov. Each delivery must be accompanied by a bill of lading, verified and signed by the on-site Project Manager. Billing can be done as service is rendered, preferably weekly. Evaluation will be based on Technical Acceptability and Price, with award made to the responsible offeror with the lowest evaluated price that meets or exceeds acceptable technical standards. Tradeoffs are not permitted.
