Questions & Answers / Clarifications

This document provides responses to vendor questions regarding the solicitation for procurement and delivery of tailgate spread or pile material.

• Spread vs. Pile: Bidders should quote prices for both spread and pile delivery. Rip Rap will likely be stock-piled, while gravel will be tailgate spread. A site visit is recommended to assess dike conditions and access.
• Spread Area: For spread calculations, the dike is .5 linear miles, and the road surface is approximately 15 feet wide.
• Tonnage Estimates: Bidders should bid at the maximum amount and work with local quarries for tonnage estimates. There will be opportunities to adjust amounts during the project. It is advised to bid at 25 tons per quad axle to avoid shortages if 25 tons are actually needed, rather than quoting 15 tons.
• Scaled Bids: For material tonnage, bidders can either bid at 25 tons per quad axle or provide a scaled bid for 15, 20, and 25 tons per load, as quad axle tonnage can range from 15-25 tons per load.

These clarifications provide specific guidance on pricing, material handling, site conditions, and tonnage estimations, which may affect how bidders prepare their proposals and quotes.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work (SOW) outlines the requirements for providing, delivering, and spreading rock/gravel to the U.S. Fish and Wildlife Service (USFWS) at the Trempealeau National Wildlife Refuge for the purpose of repairing a dike trail.

• Material: Heavy rip rap material (25 quad axle loads max), 3" to 5" size select clear stone gravel (35 quad axle loads max), and 3/4" gravel (10 quad axle loads max).

• Services: Delivery and tailgate spread or piling of materials, or a combination of both.

• Specifications: All aggregates must meet the State of Wisconsin DOT Specifications.

• Pricing: Firm-fixed pricing per delivered quad axle load, including all labor, materials, transportation, fuel, and delivery charges.

• Quality: Materials must be free of debris, organic matter, and deleterious substances. Vendor must provide product specifications and confirm compliance with size and gradation requirements.

• Period: Work should occur outside of migratory bird seasonal migration and nesting season. Ideally completed before April 15th, within a two-week period between late February and early April. If not completed in this window, it will be rescheduled for November 2026.

• Schedule: Work will be performed Monday – Friday, excluding Federal Holidays. Dike repair is expected to take two weeks or less.

• Location: Trempealeau National Wildlife Refuge, W28488 Refuge Rd, Trempealeau, WI 54661. Specific location within refuge: Lat/Long 44° 2'41.97"N, 91°32'7.82"W (approximate).

• Site Visit: Recommended.

• Documentation: Delivery tickets will be provided to refuge staff to ensure accurate load counts.

Solicitation / RFP / RFQ

This solicitation is for the procurement and delivery of tailgate-spread or pile (as appropriate) gravel for the U.S. Fish and Wildlife Service/Trempealeau National Wildlife Refuge in Trempealeau, Wisconsin. The contract will be a firm-fixed-price, 100% Total Small Business set-aside.

• Delivery of gravel (tailgate-spread or pile) to W28488 Refuge Road, Trempealeau, WI 54661.

• Specific types of gravel required include:

  • Heavy Rip Rap material (Qty 25 quad axle loads maximum): Large angular stone suitable for erosion control, free of organic material and debris.
  • 3" to 5" Gravel size select clear stone (Qty 35 quad axle loads maximum): Washed, angular crushed stone, free draining (no fines), no clay or organic material.
  • 3/4-inch Gravel (Qty 10 quad axle loads maximum): Crushed aggregate, nominal 3/4", suitable for base/backfill use.
