Quick Summary

The Department of the Navy, NAVSUP Weapon Systems Support Mech, is soliciting for the repair and modification of AN/BPS-16 RADAR MAS units. This opportunity involves working with Special Emphasis Material for crucial shipboard systems, requiring stringent quality assurance and traceability. This is a Total Small Business Set-Aside. Offers are due by May 04, 2026.

Scope of Work

The contract requires the refurbishment of AN/BPS-16 RADAR MAS units, which are critical shipboard components. Key tasks include:

  • Inspection and Refurbishment: Cleaning, determining refurbishment feasibility, recording identifying markings, and maintaining traceability of parts. Refurbishment must adhere to Sperry Marine Inc. Drawing 1978732, Parts List PL1978732, and MS NO. 4510-081-011 REV - CHG-10 (CSD506).
  • Material Requirements: Specific material for "Mast, Item 1" (QQ-N-286, Form 2, Annealed and Age Hardened to achieve minimum yield strength 85,000 PSI).
  • Testing & Certifications: Extensive testing is required, including Non-Destructive Tests (for weld repair/production weld), Hydrostatic Pressure Tests (for major repairs), Ultrasonic Inspection (for QQ-N-286 material >= 4 inches diameter), Dye Penetrant Inspection (for Mast, Item 1), and Annealing/Age Hardening. Specific pressure and time tolerances apply.
  • Manufacturing Processes: Welding, brazing, and allied processes must comply with S9074-AR-GIB-010A/278, 0900-LP-001-7000, or S9074-AQ-GIB-010/248. Repair welding is prohibited on QQ-N-286 material. Internal threads must be cut, and specific thread inspection standards (FED-STD-H28 series or ASME B1 series) apply. Thread lubricants containing molybdenum disulfide are forbidden; A-A-59004 anti-galling compound must be used.
  • Configuration Control: Contractors must maintain total equipment baseline configuration and submit Engineering Change Proposals (ECPs) for Class I or II changes. Waivers and deviations require Contracting Officer approval.
  • Quality Assurance: A quality system compliant with ISO-9001 (amplified herein) and ISO-10012 or ANSI-Z540.3 with ISO-17025 is required. MIL-I-45208 with MIL-STD-45662 is an acceptable alternative. Government Quality Assurance (DCMA QAR) at the source is mandated.
  • Traceability: Strict traceability and certification requirements for Level I/SUBSAFE systems, including material marking, handling, and receiving inspection.
  • Mercury-Free: All hardware and supplies must be mercury-free.
