Special Notice of Intent to Sole Source

This notice announces the Department of Veterans Affairs (VA), VISN 8 Network Contracting Office's intent to award a sole source contract to EOI, Inc. (dba Medical Resources) for the Checkpoint G4 Temperature Monitoring System Upgrade at the James A. Haley Veterans’ Hospital (JAHVH).

• Furnish all training, deliverables, tools, and hardware for the Checkpoint G4 Temperature Monitoring System.

• Remove and dispose of existing Checkpoint G3 Temperature Monitoring Systems.

• Install and configure new G4 Temperature Monitoring Systems.

• Set up and configure a new Viewpoint Database.

• Ensure all new devices function correctly and log data.

• Provide training for on-site personnel.

• Comply with VA's Office of Information and Technology (OI&T) Rules and Procedures.

• Period of Performance (POP): March 15, 2026 – September 30, 2026.

• Sole source award authority: Federal Acquisition Regulation (FAR) Part 13.106-1(b)(1).

• This notice is for market research to identify qualified Service-Disabled Veteran Owned Small Businesses, Veteran Owned Small Businesses, 8(a), HUBZone, and other Small Businesses.

• Interested firms must demonstrate ability, capability, and responsibility to deliver the required hardware.

• Responses should include: Business name, address, size, socioeconomic category, and point of contact (email and phone).

• Technical expertise documentation is required.

• All offerors must be registered in SAM.gov and have completed Representations and Certifications.

• Responses must include written documentation from the Original Equipment Manufacturer (OEM) showing authorization as a "Checkpoint G4 Temperature Monitoring System" distributor for Mesa Laboratories products.

• Responses are due by 12:00 PM EST on February 13, 2026.

Statement of Work (SOW) / Performance Work Statement (PWS)

The James A. Haley VA Healthcare System (JAHVH) requires the installation of a new temperature and humidity monitoring system (Generation 4 Viewpoint) for medical laboratory and pharmaceutical refrigerators and equipment across its campus and Community Based Outpatient Clinics (CBOCs).

• Removal of all existing Generation 3 temperature monitoring devices.

• Installation of new Generation 4 Viewpoint temperature monitoring devices in the same locations.

• Supply and installation of associated hardware (anchors, network patch cables, longer power cords).

• Provision and installation of all required network devices for system infrastructure.

• Setup and configuration of a new Viewpoint database.

• Ensuring all new devices are functioning correctly and logging data to the server.

• Providing training for on-site personnel on the new system.

• The VA's Office of Information and Technology (OIT) will provide necessary IP addresses prior to installation.

• Devices must meet ANSI 156.19 standards and be ULC and UL approved.

• Compliance with ANSI 117.1 and Low Energy Operator section of ADA.

• Contractor personnel must have a minimum of five (5) years of experience in maintenance and testing of specified equipment in healthcare or similar facilities.

• All personnel must have completed OSHA 10-hour Construction Outreach Training or General Industry Outreach training.

• Contractor must provide written assurance of personnel competency and credentials within 10 days of award.

• Contractor must provide a daily report of project progress.

• Contractor must provide a copy of the inspection document used (field report) on the day of each performed inspection.

• Period of Performance: One Hundred Twenty (120) days from the issuing of the Notice to Proceed.

• Locations: Specified VA clinics listed above.

• A site visit is highly recommended.

• Contractor must obtain all necessary licenses and permits.

• Contractor must ensure all work areas are left clean and orderly.

• Contractor must possess and utilize all necessary tools, equipment, and Personal Protective Equipment (PPE) compliant with OSHA and NFPA 70E.

• All instruments, test equipment, tools, and PPE must have current calibration and safety inspections.

• Contractor employees shall have background checks completed.

• Work may be required during first & second shifts, weekends, and Federal Holidays, with specific coordination for work affecting patient care systems (WHEN hours).

• All work during weekends and WHEN hours will be at no extra cost to the government.

• Contractor must comply with all applicable records management laws and regulations, including those related to Federal Records Act, NARA, Privacy Act, and FOIA.

• Contractor shall not remove material from Government facilities or systems without express written permission.

• Contractor must obtain Contracting Officer's approval prior to engaging any sub-contractor.

• Contractor shall only use Government IT equipment for authorized purposes.

• The James A. Haley Veterans’ Hospital and Clinics owns the rights to all data and records produced as part of this contract.

Sources Sought Announcement

This is a Sources Sought announcement (not a solicitation) to gather information on potential sources for a Campus-Wide and Community Based Outpatient Clinic (CBOC) Viewpoint Upgrade at the James A. Haley Veterans’ Hospital (JAHVH) in Tampa, FL. The government is seeking to understand the capabilities of potential contractors and their business size classifications (Large, Small, Service Disabled Owned, Veteran Owned Small Business, Hub Zone, 8(a), Small Disadvantaged, Women Owned Small) relative to NAICS code 238210 (Electrical Contractors and Other Wiring Installation Contractors, with a $19 Million size standard).

The contractor shall furnish all labor for installation, transportation, supplies, and equipment for the Viewpoint Upgrade as described in the attached draft Statement of Work (SOW).
