Purpose & Scope of Work
The objective is to conduct Engineer Inspections and Evaluations of 34 BIA-owned landfills located across the Navajo Indian Reservation in Arizona, New Mexico, and Utah. This includes performing an Engineer Evaluation Cost Analysis (EE/CA) for the repair or closure of these landfills, which are part of the DOI Environmental Disposal liability. Key tasks involve:
- Inspecting and evaluating 34 landfills, including mandatory 30-year monitoring requirements for landfill covers.
- Documenting sites with photographs and GPS coordinates, identifying cell numbers.
- Testing existing cover depth to ensure regulatory compliance.
- Collecting data to estimate costs for returning sites to compliance (e.g., cover repair/replacement, drainage, erosion control, debris removal).

Special Considerations
- Contractor Experience: Must have documented experience in solid waste landfill operations and closure, with demonstrated work on the Navajo Nation, applying both USEPA and Tribal Environmental Protection Agency RCRA compliance regulations.
- Certifications/Plans: Contractor must prepare a work plan, work schedule, and a Health and Safety Plan (HASP) in accordance with 29 CFR 1910.120. Workers must have HazWOPER certification.
- Reporting: All reports are property of the US Government, submitted as drafts for approval, and final reports must be signed and stamped by a Professional Engineer.
- Wage Determinations: Bidders must comply with U.S. Department of Labor Wage Determinations for the Service Contract Act, applicable to the counties in Arizona (Apache, Gila, Navajo, Coconino) and New Mexico (San Juan, Cibola, Colfax, McKinley, Mora, Rio Arriba, San Miguel, Taos) where work will be performed.
