Quick Summary

The Department of the Navy, Military Sealift Command (MSC) Strategic Sealift Program Support Office, has issued a Presolicitation (RFP N3220526R6083) for a 60-day Tanker Time Charter. This opportunity seeks proposals for a U.S. Jones Act Articulated Tug and Barge (ATB), Integrated Tug and Barge (ITB), or Non-connected Tug and Barge capable of transporting a minimum of 150,000 barrels of clean product (JP5/F76/JAA). This is an Unrestricted acquisition, open to all responsible sources. Proposals are due Thursday, May 07, 2026, at 11:00 AM Eastern Time.

Scope of Work

The requirement is for a clean, approved, U.S. Jones Act vessel equipped with an Inert Gas System (IGS) or equivalent and Segregated Ballast Tanks (SBT). The vessel must meet specific particulars including SIRE System participation, Q-88 submission, age considerations, maximum LOA (201m), maximum DWT (50,000 MT), maximum beam (32.3m), minimum Speed of Advance (9-10 knots), and various certifications (Safety Management, International Ship Security, USCG Certificate of Inspection). Cargo tanks must be compatible with intended products (JP5/F76/JAA, Naphtha/Condensates, Gasoline, FAME) and certified clean and gas-free. The period of performance is approximately 60 days, with laydays commencing between May 27 and May 29, 2026. The intended place of performance is the U.S. West Coast, with delivery in Selby, CA, and redelivery in Puget Sound, WA.

Evaluation & Submission

Offers will be evaluated based on charter hire rate, fuel price, and other pricing elements. The government reserves the right to limit evaluation to the lowest priced offers and intends to award without discussions, so initial offers should contain the best terms. A valid submission requires at least a ship name, a price, and a signature on the offer document (SF 1449 or letterhead). Bidders should account for the U.S. Department of Labor Wage Determination (WD 2019-0288, Revision 25) for deep sea vessel services. A "Shipyard Data Template" must be completed, detailing maintenance and overhaul work performed over the last four years. Preference will be given to Privately Owned U.S.-Flag Commercial Vessels and for the use of Domestic Shipyards.
