Submission & Evaluation
Offers will be evaluated based on a Best Value Continuum Tradeoff Process, considering technical capability in comparison to price. Proposals must be submitted electronically. Offerors must be registered in SAM with current Representations and Certifications. Questions must be submitted in writing to Molly Lynam (molly_lynam@ios.doi.gov) no later than 10 calendar days prior to the offer due date. Site visits can be arranged by contacting Bret DeYoung or Molly Lynam at least 2 business days in advance.
Special Requirements
A Right of Way (ROW) permit from NPS is mandatory prior to beginning work. Installation requires direct burial of fiber optic cable at specific depths, adhering to TIA standards. Strict environmental compliance (NEPA/NHPA, wildlife protection, erosion control) is required, with work hours restricted to 8 AM - 6 PM, Monday-Friday. An Annual Work Plan must be submitted by April 1st each year.
